PROJECT SUMMARY: Mr. Graham Strother with Arendall Engineers has submitted a CAMA Major Permit application on behalf of The North Carolina Department of Cultural and Natural Resources. Included in the application is the proposed replacement of f 1,190' of existing bulkhead, with existing storm drains and return walls across 4 different parcels along South Main Street and Front Street adjacent to Bath Creek within the Town of Bath in Beaufort County, North Carolina. 9. NARRATIVE DESCRIPTION: The 4 project sites are utilized as a public park with parking spaces, picnic tables, and park benches all surrounded by pine trees, various hardwood trees, and maintained upland grasses. There are six individually owned properties that divide each of the 4 parcels where the replacement bulkhead is being proposed. Of the 6 riparian property owners that were notified for this project, 5 have single-family dwellings with 4 of those having bulkheaded shorelines. All but one riparian property owner have piers, platforms and formalized docking facilities. The remaining property owner has a bulkheaded shoreline with a maintained upland yard with no additional formalized development. The smallest parcel located on South Main Street has a public access pier with platform as well as an existing bulkhead with two return walls that abut natural areas with scrub shrub growth, cypress knees, and sandy cut banks on the upstream and downstream side. The largest parcel lot located at the intersection of South Main and Front Street is entirely bulkheaded but abuts a small 404 wetland area along the north (upstream) side of the existing bulkhead The 4 lots total 3.50 acres or 139,827ft2 in size, have a combined shoreline length of ±1,190 linear feet on Bath Creek and are ±2.0' in elevation above Normal Water Level (NWL). All lots have been entirely stabilized with a bulkhead and contain upland grasses and various trees on the landward side of the bulkhead. 10. PROJECT DESCRIPTION: The applicant proposes to construct/replace 1,190' of bulkhead 2' waterward of the existing bulkhead, with return walls placed in the same alignment, and replace and extend the existing storm drains through the new bulkhead with additional rock runoff base at the edge of the bulkhead. The applicant has notified all riparian property owners and answered all questions and has received authorization from The Town of Bath. Bath Creek is designated as inland fishing waters by NC Wildlife Resources and the site is located in an inland primary nursery area. The property is also subject to the Tar -Pamlico Riparian Buffer rules enforced by the N.C. Division of Water Resources. Water depths along the existing alignment range from ±2' to ±6' along Bath Creek. The site is located within the Bath Historic District and at the time of the field visit by DCM staff no SAV's were present. 11. ANTICIPATED IMPACTS: The proposed construction of the replacement bulkhead will result in the filling of 2380ft2 of creek bottom in the Public Trust Shoreline and Public Trust Area of Bath Creek. The project will result in the short-term localized turbidity from the construction of the new bulkhead. The height of this wall varies from 1' to up to 5' above the waterline along the creek. The State property included in this scope involves four parcels along South Main Street and Front Street. One parcel contains approximately 90' of timber bulkheaded shoreline with a public pier and platform. The remaining three parcels have an existing approximately 1100' of timber bulkheaded shoreline with existing storm drains into Bath Creek. Existing Land Uses: The existing area where the project is proposed is part of the Bath Historic Site, and is used primarily for recreation and sight-seeing park visitors. Existing Wastewater Treatment/Disposal: There is currently not sanitary wastewater treatment disposal on -site, as there are no buildings located on the sites. Solid Waste/Fish Offal/Trash Disposal: Solid waste & Trash disposal is the responsibility of the Bath Historic Site personnel. Use and Daily Operations of the Project When Complete Proposed Development Purpose: The proposed vinyl bulkhead will replace the existing timber bulkhead on State-owned land. The new bulkhead is intended to be installed approximately 2 feet outboard of the existing timber structure. The existing timber bulkhead has reached the end of its useful service life, and has deteriorated extensively in certain areas, causing significant soil erosion on the landward side of the wall. Buildings/Facilities/Units/Structures: The only structure that will be present on the site will be the proposed bulkhead that serves as the retaining wall for the waterfront property that is part of the Bath Historic Site. Use & Daily Operations: The property is part of the NC Department of Cultural & Natural Resources Bath Historic Site, and is open to the public for recreation. There are no means of access to the water on the site, and is used for sightseeing by visitors on foot. Construction Methodology & Equipment: The proposed vinyl sheetpiles will be installed via land -based pile driving methods, primarily with vibratory driving equipment. Ground anchors will be placed 6 feet on -center, tying back to approximately 20 feet into existing subgrade. Once the new vinyl bulkhead is installed, select fill will be placed between the new bulkhead and existing bulkhead. The existing bulkhead is to be removed to approximately 3 feet below existing grade to allow installation of anchor rods for the new vinyl bulkhead. Development Activities Narrative Specifics: Application Narrative: The project generally consists of removal and replacement of some 90 linear feet of bulkhead along the shoreline adjacent to the Bath Historic Foundation pier and partial demolition and replacement of approximately 1,100 linear feet of timber bulkheading fronting three state owned properties along Bonner's Point in Bath, Beaufort County, North Carolina. The bulkhead replacement includes partial demolition of the existing bulkhead and installation of vinyl sheet piles, timber framing, ground anchors, granular backfill and seeding and mulching. The current timber bulkhead at the State Historic Sites are reaching the end of their useful service life, and are in various states of disrepair. In areas of low elevation, the timber bulkhead has deteriorated to the point that the timber caps are no longer in place, exposing the structure to further effects of the environment. Also at areas of low elevation, the wind -driven wave action of Bath Creek frequently overtops the timber bulkhead, causing erosion on the landward side of the bulkhead, and creating hazards for the many pedestrians who access this public space. The new vinyl bulkhead will be approximately 1 foot higher than existing heigh in low-lying areas, which will help alleviate the overtopping and erosion concerns present with the existing timber bulkhead. The vinyl bulkhead will be placed approximately 2 feet outboard of the existing timber structure, with partial demolition of the existing bulkhead taking place once the new bulkhead is in place. Granular backfill will be placed between the new bulkhead and existing shoreline so as to stabilize the new wall, and re-establish the shoreline along the alignment of the proposed bulkhead. This will allow enough depth to successfully launch a boat attached to a boat trailer. The current length of the ramp is too short in length to launch a boat from a trailer. Ten foot prefabricated concrete hog slats will be used to extend the ramp. The existing ramp was approved by CAMA.
