NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM
(NPDES)
In compliance with the provisions of North Carolina General Statute 143-215.1, other lawful standards
and regulations promulgated and adopted by the North Carolina Environmental Management
Commission, and the Federal Water Pollution Control Act, as amended,
Blanchard Terminal Company LLC
is hereby authorized to discharge wastewater from outfalls located at the
Selma Terminal (Outfall 001)
4095 Buffalo Road, Selma
Johnston County
to receiving waters designated as an unnamed tributary (UT) to Mill Creek within the Neuse River Basin
in accordance with effluent limitations, monitoring requirements, and other conditions set forth in Parts
I, II, III and IV hereof.
This permit shall become effective June 3, 2013.
This permit and authorization to discharge shall expire at midnight on March 31, 2013.

SUPPLEMENT TO PERMIT COVER SHEET
All previous NPDES Permits issued to this facility, whether for operation or discharge, are hereby
superseded and, as of this issuance, any previously issued permit describing this treatment facility or
bearing this number is no'longer effective. Therefore, the exclusive authority to operate and discharge
from this facility arises under the permit conditions, requirements, terms, and provisions described
herein.
Blanchard Terminal Company LLC
is hereby authorized:
1. to begin operating facilities required for a stormwater Pollution Prevention Plan servicing fuel -
hydrocarbon bulk surface storage in excess of one million gallons consisting of:
• gravity -fed storm drains behind diked secondary containment area(s) with
• hand -operated discharge -control valves (normally closed)
located at the BP Bulk Storage - Selma #2 fuel facility, 4095 Buffalo Road, Selma, North
Carolina; and
2. to discharge from said facilities via Outfall 001, at the location specified on the attached map,
into an unnamed tributary (UT) to Mill Creek, a waterbody classified WS-IV, NSW within the
Neuse River Basin.

A. (L) EFFLUENT LIMITATIONS AND MONITORING REQUIREMENTS
Beginning on the effective date of the permit and lasting until expiration, the Permittee is authorized to
discharge from Outfall 001. Such discharges shall be limited and monitored by the Permittee as specified

Footnotes:
1. Flow Monitoring— During periods of no discharge, the Permittee shall submit a monthly Discharge
Monitoring Report (DMR) indicating "No discharge." The Permittee shall monitor flow with each discharge
event, and may report flow by employing one of the following methods only:
a. measure flow continuously;
b. Rational Method— calculate flow based on total rainfall per area including built -
on area draining to the outfall (This method shall not be used at sites with large
runoff -collection ponds);
c, estimate flow at 20-minute intervals during the entire discharge event; or
d. report flow based on discharge pump logs.
2. Turbidity — The effluent shall not cause the receiving stream turbidity to exceed 50 NTII.
3. Oil and Grease — Where possible, the grab sample for oil & grease should be skimmed from the surface of
a quiescent (calm water) zone.
4. BTEX — after a minimum of 12 sample events over a period not less than one year, the Permittee may
request the Division to reevaluate MTBE monitoring, as data warrant. If granted, such request shall require
a minor permit modification, and therefore will not require Public Notice.
5. MTBE — see permit Special Condition A. (2.).
6. Acute Toxicity — 1/Quarter, Fathead Minnow, 24-hour; January -March, April -June, July -September,
and October -December), see Special Condition A. (3.). If Permittee tests Quarterly with no demonstration
of toxicity (i.e., the last 5 consecutive tests have "passed" or demonstrate LC-50 > 100%), then the
Permittee may request the Division to reduce monitoring to I/Year. If granted, such request shall require a
minor permit modification, and therefore will not require Public Notice.
The Permittee shall discharge no floating solids or foam visible in other than trace amounts.
Direct discharge of tank solids, tank bottom water, or the tank rag layer is prohibited.
Following hydrostatic testing, the Permittee shall discharge no tank (or pipe) contents
unless prior analyses indicate benzene concentrations below 1.19 µg/L and toluene
concentration below 11.0 µg/L. Records of said analyses shall be kept onsite, available
for inspection, for a minimum of five (5) years.

A. (2.) SPECIAL CONDITION - MTBE MONITORING
For the protection of public health, bulk -fuel surface storage terminals discharging to waters classified as water
supplies ("WS" waters) shall adhere to the following action plan:
l . If methyl tertiary -butyl either (MTBE) is detected above 19 µg/L [WQ standard for receiving -stream
classified water supply (WS)], the Permittee shall submit an MTBE Reduction Plan to evaluate the
source and remediation of MTBE in the effluent. This plan may include, but is not limited to, site -
specific Best Management Practices (BMPs) or engineering solutions. A copy of this plan shall be
submitted to:

2. After sampling and analyzing a minimum of twelve (12) discharge events over a time period not less than
two (2) years, the Permittee may request the Division to reevaluate MTBE monitoring, as data warrant. If
the Division reduces or discontinues monitoring, this action shall constitute a minor permit modification
and will not require Public Notice.
A. (3.) SPECIAL CONDITION - ACUTE TOXICITY MONITORING (EPISODIC)
Petroleum Bulk Storage
The Permittee shall conduct quarterly acute toxicity tests using protocols defined as definitive in E.P.A.
Document EPA/600/4-90/027 entitled "Methods for Measuring the Acute Toxicity of Effluents to Freshwater
and Marine Organisms." The monitoring shall be performed as a Fathead Minnow (Pimephales promelas) 24-
hour static test. Effluent samples for self -monitoring purposes must be obtained below all waste treatment. The
tests will be performed on a discharge event during each quarter (January -March, April -June, July -
September, and October -December).
Should there be no discharge of flow from the facility during a quarter in which toxicity monitoring is required,
the Permittee will complete the information located at the top of the aquatic toxicity (AT) test form indicating the
facility name, permit number, pipe number, county, and the month/year of the report with the notation of "No
Flow" in the comment area of the form. The report shall be submitted to the Environmental Sciences Section at
the address cited below.
The parameter code for this test is TAE6C. All toxicity testing results required as part of this permit condition
will be entered on the Effluent Discharge Form (MR-1) for the month in which it was performed, using the
appropriate parameter code. Additionally, DWQ Form AT-1 (original) is to be sent to the following address:

Completed Aquatic Toxicity Test Forms shall be filed with the Environmental Sciences Section no later than 30
days after the end of the reporting period for which the report is made. Test data shall be complete and accurate

and include all supporting chemical/physical measurements performed in association with the toxicity tests, as
well as all dose/response data. Total residual chlorine of the effluent toxicity sample must be measured and
reported if chlorine is employed for disinfection of the waste stream.
Should any test data from either these monitoring requirements or tests performed by the North Carolina Division
of Water Quality indicate potential impacts to the receiving stream, this permit may be re -opened and modified to
include alternate monitoring requirements or limits. If the Permittee monitors any pollutant more frequently than
required by this permit, the results of such monitoring shall be included in the calculation & reporting of the data
submitted on the DMR & all AT Forms submitted.
NOTE: Failure to achieve test conditions as specified in the cited document, such as minimum control organism
survival and appropriate environmental controls, shall constitute an invalid test and will require immediate
follow-up testing to be completed no later than the last day of the month following the month of the initial
monitoring.

RE BP Notification to NC Division of Water Quality Regarding BP's Pending Transfer of Ownership for the
Selma and Charlotte Terminals.
Dear Mr. Belnick:
BP Products North America Inc., (BP), the current owner of the above named asset, wishes to inform your
office that BP and Marathon Petroleum Company LP (Marathon) have entered into an agreement
pertaining to the sale of the Selma and Charlotte terminals. Blanchard Terminal Company, LLC, a subsidiary
of Marathon, will acquire ownership of and operate the terminals located at 3707 Buffalo Road and 2026
West Oak Street in Selma and 7401 Old Mt. Holly Road in Charlotte. Transfer of ownership and operation is
scheduled to take place in early 2013, perhaps as early as January 1.
The facilities are currently operated under the following National Pollutant Discharge Elimination System
(NPDES) Permits: 3707 Buffalo Road, Selma: NC0036145; 2026 West Oak Street, Selma: NC0088960;
7401 Old Mt. Holly Road, Charlotte: NCO021971. BP understands that the NPDES permits are transferrable;
Marathon will be requesting the transfer.
Marathon will inform your office of the actual closing/transfer date.
