Accordingly, we are forwarding the attached NPDES discharge permit. It is issued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the U.S. Environmental Protection Agency dated October 15, 2007, or as subsequently amended. This final permit contains no significant changes since the draft permit which was sent to you on May 23, 2012. Since this facility was previously included on the permit for Connestee Falls WWTP #1, this is a new permit. It authorizes an expansion of the existing facilities to 0.066 MGD after obtaining required approvals from the Division. If any parts, measurement frequencies, or sampling requirements contained in this permit are unacceptable, you have the right to an adjudicatory hearing upon written request within thirty (30) days after receiving this letter. Your request must take the form of a written petition conforming to Chapter 150B of the North Carolina General Statutes, and must be filed with the Office of Administrative Hearings, 6714 Mail Service Center, Raleigh, North Carolina 27699-6714. Unless such demand is made, this permit remains final and binding. This permit is not transferable except after notifying the Division of Water Quality. Total residual chlorine monitoring requirements and limits are applicable if chlorine compounds are used for disinfection. - There shall be no discharge of solids or foam visible in other than trace amounts. Page 4 Permit NCO088943 A (3) TEMPORARY MEANS OF DISINFECTION In the event that the wastewater treatment plant's disinfection system should fail or be removed from effective service, the permittee must immediately notify the Surface Water Protection staff of the Asheville Regional Office and discuss temporary, alternate means for disinfection of the effluent. If chlorine compounds are used as a temporary means of disinfection, the total residual chlorine (TRC) concentration of the effluent must be monitored on a daily basis and values reported on the discharge monitoring report. TRC in the effluent may not exceed 28 pg/L; therefore, dechlorination methods may also be necessary. Use of a disinfection system other than that approved by this Division during circumstances not deemed as emergency and/or temporary (e.g., replacement of UV lamps, cleaning and maintenance, etc.) may be considered a violation of the terms of this permit. Until 2011, both plants had been included in the same NPDES permit. The Division has decided to separate the two, and a new permit number has been assigned to this facility, WWTP #2. • This "new' permit application was combined with a request to expand its outfall from a design flow of 0.02 MGD to 0.066 MGD. Connestee Falls WWTP # 1 (NC0024295) will remain at 0.3 MGD. • A new value of 0.75 cfs was used for the summer 7Q10. This is new data from USGS, as included on the permit application. Previously, this figure had been 1.0 cfs. • The proposed expansion is not subject to review under the North Carolina Environmental Policy Act (SEPA), because the expansion amount is well under the threshold. • Per the NC antidegredation policy at NCAC 2B.0201, applicants for an NPDES permit expansion must document the consideration of non -discharge alternatives. After review of the submitted EAA, the Division requested more information. Satisfactory responses were received on April 24, 2012. The EAA is deemed acceptable for an expanded design flow of 66,000 GPD. • A compliance summary of the past three years was extracted from BIMS. The data showed no limits violations during this period for either plant. Discharge Monitoring Report Data Review Flows averaged 8790 gallons per day, or 44% capacity. Data shows that recent BOD sampling results averaged 5.15 mg/L and ammonia -nitrogen 1.89 mg/L. The great majority of TSS sampling results was non -detect, with a maximum of 7.4 mg/L. Connestee Falls WWTPs Permit Limits Development As an expansion, this facility is subject to the requirements for expanded facilities in a HQW- classified receiving stream at 15A NCAC 02B .0224. In addition, specific temperature requirements for Class C-Trout waters apply [15A NCAC 02B .0211 (3) 0)]. These include: • Summer BOD monthly average limits of 5 mg/L • Summer Ammonia -Nitrogen monthly average limits of 2 mg/L • 'Dissolved Oxygen equal to or greater than 6.0 mg/L • The total volume of the treated wastewater for all dischargers combined shall not exceed 50% of the total instream flow under 7Q10 conditions. As the only discharger in Lower Creek, and with an IWC well under 50%, this restriction does not impact this expansion. However, any future expansions or new discharges into Lower Creek may have to be modeled in order to judge compliance with this requirement. • Total Residual Chlorine: Since alternative methods to chlorination shall be required for the expanded flow, UV disinfection is planned. However, the TRC limit will remain as a special condition, since a backup chlorination system remains in place for emergency use only. • This expanded discharge reduces the allowable BOD and ammonia -nitrogen from the existing permit. At 20,000 GPD, the limits presently permitted for this outfall in NCO024295 were 30 mg/L BOD and 26 mg/L ammonia. In comparison, the expanded plant will have a discharge of 66,000 GPD and 5/2 limits. Calculating pounds of BOD discharged, the load will actually decrease by about half. Therefore, no modeling was deemed necessary for this expansion. Proposed Changes (from Permit No. NC0024295): • Separated this WWTP into a new permit, NC0088943. • Added an effluent page for the expanded 0.066 MGD flow. • Added a special condition regarding disinfection in situations where the UV system may be off line and backup chlorination must be used. The discharge point is 1740 feet south of the WWTP along Walnut Hollow Road. Collection System: WQCS00219 The collection system consists of a total of 34.46 miles: 28.12 miles of gravity sewer, and 6.33 miles of force main, and 17 duplex pump stations with telemetry. The as built flow is 0.0325 MGD. Ouffall 002 Expansion: The system currently has 64 connections and received only domestic wastewater. The rated capacity of the existing plant is 20,000 gpd. The current flows average 9,000 to 10,000 gpd. Transylvania Utilities, Inc. is requesting to expand the permit in order to provide service to 118 additional residential parcels. The infrastructure for these additional connections is currently installed and commitments exist to the actual lot owners. The additional connections translate to a 43,200 gpd increase to the WWTP's rated capacity (based on a unit flow allocation of 360 gpd/connection). Emergency generators: Located next to Outfall 001 WWTP is a 80 KW Generac LP gas emergency generator that backs -up the controls of Outfall 001 WWTP's main components and lift stations. This generator self -tests weekly. There are also four portable generators: one 85 KW diesel, two 30 KW gas and one 45 KW gas. Sludge Management: Excess sludge is currently being removed by a contract hauler. As a cost savings measure, a concrete pad has been poured for the set-up of a Flo Trend Systems, roll -off Sludge Mat. This will allow for batches of 20 cubic yards / 20,000 gallons of sludge to be dewatered on -site. Outfall 001 WWTP is in need of repairing / replacing the concrete surfaces, due to age and corrosion. This has been mentioned during previous inspection reports. Outfall 002 is a 30-year old Clow Aer-O-Flo metal plant that was sand -blasted and repainted in 2004. It is in very good condition. The effluents at both plants appeared to be clear and in compliance with permit limits. There was a trace amount of bubbles in the 002 outfall effluent. Samples for surfactants (detergents) were pulled before and after the tertiary filters. SYSTEM PERFORMANCE ANNUAL REPORT: The 2009 System Performance Annual Report was received by the Division on March 22, 2010. As solids are generated by plant No. 2 (discharge No. 2) the solids are disposed of using a local hauling contractor, Mikes Septic. Other local contractors are available should Republic Waste or Mikes Septic be unable to meet a schedule or our needs.
