On August 5, 2014, Mr. Ron Berry of the North Carolina Department of Environment and Natural Resources Division of Water Quality contacted RSC via email to discuss RSC's NPDES Permit Number NCO088838 renewal. The new permit will require RSC to sample its effluent for 1,4-Dioxane with a reporting concentration of 80 µg/L. The current analytical method utilized by RSC, Standard Method 624, does not target 1,4-Dioxane. As a result, in an August 11, 2014 telephone conversation, Mr. Ron Berry authorized RSC to immediately implement a change in the analytical procedure defined in the permit from EPA Method 624 to SW-846 Method 8260 to target 1,4- Dioxane. RSC implemented this analytical method change during the August 2014 monthly sampling event to collect and evaluate 1,4-Dioxane analytical results. The Method Reporting Limit for SW-846 Method 8260 is 150 jig/L. Prism Laboratories, Inc. has indicated that a normal Method Detection Limit for SW-846 Method 8260 is 10.6 µg/L. Should 1,4-doxane be detected in the effluent sample at a concentration between the permit limit and 150 µg/L, the result would be reported as a "J" value. 600 Radiator Road — Indian Trail, NC 28079-5225 — Telephone: 800-438-4532 — Fox: 704-684-1975 — www.rscbrands.com Central Files December 22, 2015 Page 2 The analytical results associated with the November 24, 2015 sample indicated the presence of 1,4-Dioxane at an estimated (J value) concentration of 97 micrograms per liter (ug/L). RSC proposes to confirm these results utilizing the analytical data associated with the December effluent sample collected on December 15, 2015. These results will be presented in the December DMR to be submitted in January 2016.
