However, additional information is required before the review may be completed. Please address the items on the attached pages no later than the close of business on December 4, 2023. Please be aware that you are responsible for meeting all requirements set forth in North Carolina rules and regulations. Any oversights that occurred in the review of the subject application package are still the Applicant's responsibility. In addition, any omissions made in responding to the outstanding items in Sections A through J, or failure to provide the additional information on or before the above requested date may result in your application being returned as incomplete pursuant to 15A NCAC 02T .0107(e)(2). Please reference the subject application number when providing the requested information. Cover Letter/Introduction: 1. The response to Comment A.4. of the previous additional information request mentioned the Alliance One facility as a process being considered for distribution. It does not appear that this is included in this application package. Please clarify whether this side stream is being proposed in this application. 2. The response to Comment A.6. indicates the system is designed to minimize drift under typical wind flow speeds below 25 mph which is the typical design operation conditions. How will operations be handled if the wind flow speed exceeds these design conditions. B. Application Fee: 1. No comments. C. Application (Form RWPI 06-16): 1. No comments. D. Application (Form RWCU 06-16): 1. Item V.5. indicates the impoundment is designed to receive surface water runoff, but the drainage area provided matches the top of dam water surface area in Item V.11. Item V.5. refers to any additional drainage areas contributing runoff into the basins other than the berm surface area. Please clarify if any additional drainage areas contribute to the stormwater into the system. 2. The mean seasonal high water table (SHWT) in Table in V.I I is higher than the impoundment bottom elevation. In accordance with Item V.8., an explanation shall be provided for how the liner will be protected from bubbling and groundwater infiltration. Item V.9. was not completed. This section shall be updated with the specification page for liner installation and testing requirements. 4. The impoundment design elements still appear to be incorrect based on the engineering plans. The impoundment bottom elevation is given as 85 ft. in the table but is 88.4 ft in the plans and the calculations. Likewise, the top of embankment elevation is given a 94 ft, implying a depth of 9 ft, while the depth in the calculations is only 5.3 feet. Please revise this section with the correct design elements and dimensions. The Waterbody/Stream Index column in the table in VII.2. includes the name of the water body, not the stream index number. Additionally, the values in the Classification column does not correspond to any water planning classifications listed. This section shall be updated with the correct stream index under and associated classification. E. Property Ownership Documentation: 1. No comments. Mr. Rich Deming November 3, 2023 Page 3 of 3 F. Engineering Plans: 1. Please indicate the elevations for the top of the embankment, 2 ft freeboard level, and pump suction at the foot valve basket in Detail 2 of Sheet 1966. 2. Comment F.1. of the previous additional information letter requested the piping configuration from the tie-in to the City of Wilson's reclaimed water pipe. The updated piping plan on Sheet #1964 references the reclaimed water line and the new reclaimed water makeup valve, but the site plan and topography and plan / profile views on Sheets 1963 and 1970 do not show the location of the tie in. All reclaimed water piping connecting the existing City of Wilson's distribution line to the proposed thermal loop will be included under the scope of this permit and shall be included in this application. The piping plans shall show the locations of all reclaimed water piping from the tie-in City of Wilson reclaimed water distribution pipe. 3. The P&I diagram on Sheet 5080 indicates that reclaimed water entering the system bypasses the holding pond entirely, entering the thermal loop through lines labeled `RW-8-WRA-2"' and `RW- 9-WRA-2". This contradicts schematic plans on Sheets 1964 and 1967. Please clarify the configuration of the piping. If reclaimed water lines can bypass the holding pond, these lines shall be shown in updated plans. 4. Pipe sizes for the east clarifier, boiler building, and sludge building side streams appear on the P&I diagram on Sheet 5080 appear to differ from the diameters shown on Sheets 1963, 1973 and 1974, which indicate 8" diameter pipe for the entire loop. The P&I piping schedule has a 2" line to the east clarifier, and two 6" lines to the boiler and sludge side streams. Please clarify the actual pipe dimensions and update the plans as needed. 5. The August 3, 2023 email attached as a response to Comment F.S. of the previous additional information letter stated that the 8" main was cut and capped as part of the "new reclaimed water tie-in". Please clarify whether this reclaimed water tie-in is to be used as a part of this project. G. Specifications: 1. Please provide a copy of the construction schedule as mentioned in the response to Comment G.1. 2. Please provide the manufacturer's information for the proposed spray nozzles. H. Engineering Calculations: 1. In accordance with 02U .0201(c)(3), engineering calculations shall include a total dynamic head and system curve analysis for each pump. These calculations shall be prepared by a professional engineer for the specified cooling water pumps and submitted for review. I. Site Map 1. No comments. J. Operation & Maintenance Plan: 1.
