Tim Heim and Tim Fox with DWR ARO visted the site. We met with Alfred Owen. Mr. Owen indicated
that he had bought the property from the last permit holder. Mr. Owens operation does not exceed the
thresholds for permit requirements.
Mr. Owen estimated feeding around 800/Ibs month and selling 2,500 Ibs/fish per year, which fall below
thresholds for permit requirements.
Mr. Owens operation involves holding fish within the runs and periodically placing fish into an on -site
pond for recreational fishing.
To correct current permit conditions for this property a change of ownership form will need to be
provided, including an explanation to re -send the current permit.

which expired on July 31, 2007. North Carolina Administrative Code (15A NCAC 2H.0105 (e)) requires
that an application for permit renewal be filed at least 180 days prior to expiration of the current permit.
Your renewal application for your trout farm should have been sent to the Division postmarked no later than
February 1, 2007.
You must immediately take whatever steps are necessary to resolve the unnermitted
discharge of wastewater from your facility.
• Complete the enclosed Renewal Form and return it to Mr. Charles Weaver at the address indicated
on the Form within 10 days of receipt of this notice.
OR
• Submit a response letter documenting the date that your trout farm ceased discharging wastewater.
The letter should also document that you have no plan to discharge wastewater at the site in the
future.

parts, measurement frequencies or sampling requirements contained in this permit are unacceptable to you, you have

PART IV - EVALUATION AND RECOMMENDATIONS
Morgan Mill Trout Hatchery submitted the Division Trout Farm
Questionnaire indicating that the facility was producing more than
20,000 pounds per year and feeding more than 5,000 pounds of feed in
maximum month of feeding. This level requires issuance of a NPDES
Permit. It is recommended that a permit be drafted for this operation
in accordance with trout farm permitting procedures previously
developed. It is intended for all trout farm permits to be issued at
the same time scheduled for later this year.
