The owner was not present during the inspection and was unable to be reached. The site visit began with an evaluation of the intake structure followed by observations of the raceways and an evaluation of the effluent channel. Minimal flow from the river was entering the intake structure. No trout were observed in the raceways and according to the tenant on the property the facility has not been in operation since 2002. The effluent channel was observed below the facility and did not appear to be impacting water quality in the receiving stream. The cement raceways have not been maintained and appear to be unstable. Several leaks were noted along the length of the raceways. The Division recommends that if there are no plans for the facility to remain in operation, the intake structure should be sealed off to prevent damage downstream. In order to prevent continued, escalated action, including the assessment of civil penalties you must submit a completed permit coverage renewal application to the attention of the "Stormwater and General Permits Unit" at the letterhead address within ten (10) days of your receipt of this letter (renewal application enclosed). If the subject discharge has been terminated, please complete the enclosed rescission request form. Mailing instructions are listed on the bottom of the rescission request form.
