Brenda and John Hoepfner Field Investigation Report Page 2 Proiect Setting The project site is located at 148 New River Drive in Albemarle Plantation Subdivision, a residential golf community in Perquimans County. The property is situated along 185' of Yeopim Creek, a tributary of the Yeopim River and the Albemarle Sound. Existing development along Yeopim Creek is residential and agricultural, with one private subdivision marina within a mile of the property. Zoning of property within the subdivision is RA -25 (residential /Agricultural with a minimum lot requirement of 25,000sf. Immediately north and south of the applicant's property are dwellings, each with recreational docking facilities for multiple vessels. Existing on the applicant's property is a dwelling, a bulkhead, a 6' x 82' pier with a 12' x 18' platform and a 4'x 16' stepdown, two tie pilings for a formal mooring facility, and a personal water craft lift (a second formal mooring facility) being used to hold a small sailboat. Current shading from the existing platform and step down is 280sf, shading from the pier is 492sf. Yeopim Creek is approximately 780' wide at the applicant's property, is classified as SC waters and is closed to shellfish harvesting. There are no know archeological sites on or adjacent to the applicant's property and there are no unusual geologic formations associated with the property. There is no submerged aquatic vegetation within the project footprint, or adjacent to the proposed project site. Vegetation on the applicants property is a mix of ornamentals and domestic grasses along the high ground adjacent to the dwelling and typical vegetation found within a non - coastal wetland in the area (loblloy pine, bald cypress, wax myrtle, cattail, and pennywort). Development Proposal Proposed development includes the construction of a second small pier on the north side of the property along an existing bulkhead with a dual personal water craft lift. The pier will be elevated above the water approximately 16" and will be a 6' x 20' with a 3' x 10' cut out to accommodate the lift as shown on the enclosed cross section drawing (Page 2 of 3). The proposed pier and lift system will be approximately 74' to the nearest pier to the north. The pier will be in shallow water to allow easy access on and off of the personal water craft. Area enclosed by the dual lift = 50sf Pier = 90sf If permitted, there will be a total of four formal recreational mooring facilities associated with the applicant's property. Anticipated Impacts 1) Temporary turbidity within the waters adjacent to the projects site during construction. 2) Approximately 90sf of open water will be shaded by the proposed pier. 3) Approximately 50sf of shading by the PWC lift.
