NCDEQ Salem Quarters WWTP /DWR/NPDES Forsyth County NC0083933 Application for Authorization to Construct Dear Mr.Lentz, Please consider this information as support for an Authorization to Construct (AtC) application for a Hycor Hydroscreen Static Screen to serve the Salem Quarters WWTP. This is a private facility and will not be publically bid. The facility address is 6961 Rangecrest Rd,Belews Creek,NC 27009 and is located in Forsyth County. The facility is served by an existing wastewater treatment plant that is covered under Individual Permit NC0083933. The existing permit has a permitted flow of 60,000 gpd. This AtC application is being submitted to aid the existing wastewater treatment plant screen and should be considered as a maintenance activity and associated process modification. There is no change requested to the permitted flow and as such is not a new or expanding system. The new Hydroscreen consists of the HS 18DF Hycor Hydroscreen Static Screen. The Hycor Hydroscreen unit is a proven, reliable performer for liquid/solid separation in municipal and industrial applications, particularly for screening fibrous and non-greasy solids. There are no moving parts, motors, or complicated connections. Construction commencement will occur following issuance of the Authorization to Construct and ideally occurs prior to the end of calendar year 2023. To direct flow to the new Hydroscreen, a"doghouse"style manhole will be installed on the existing inlet line with a new drainline leading to the new Hydroscreen unit. To minimize any overflow from the Hydroscreen unit, it will be located over the flow equalization portion of the existing treatment plant. Construction of the new Hydrosceen unit will not require a shutdown of the existing plant. The new Hydroscreen will be installed at the inlet of the wastewater treatment plant. 1.3 Adjacent Property The surrounding area at the wastewater treatment plant site is suburban and occupied by primarily single-family residences. 38 of 64 DocuSign Envelope ID:0050B388-53E6-4303-A498-FFAOEDE9E8CB 2.0 Material Management Practices The following are the material management practices that will be used to reduce the risk of spills and other accidental exposure of materials and substances to storm water runoff. 2.1 Housekeeping The following good housekeeping practices will be followed on site during the construction project. • An effort will be made to store only enough product required to do the job. • All materials stored on site will be stored in a neat orderly manner in their appropriate containers and, if possible, under a roof or other enclosure. • Products will be kept in their original containers with the original manufacturer's label. • Substances will not be mixed with one another unless recommended by the manufacturer. • Whenever possible,all a product will be used before disposing of the container. • The manufacturer's recommendations for proper use and disposal will be followed. • The site superintendent will inspect daily to ensure proper use and disposal of materials on site. 2.2 Hazardous Products These practices are used to reduce the risks associated with hazardous materials: • Products will be kept original containers unless theyare re-sealable. Once applied, fertilizer will be worked into the soil to limit exposure to storm water. The contents of any partially used bags of fertilizer will be transferred to a sealable plastic bin to avoid spills. 39 of 64 DocuSign Envelope ID 0050B388-53E6-4303-A498-FFAOEDE9E8CB 2.4 Spill Control Practices The following practices will be followed for spill prevention and cleanup: • Manufacturer's recommended methods for spill cleanup will be clearly understood and site personnel will be made aware of the procedures and the location of the information and cleanup supplies. • Materials and equipment necessary for spill cleanup will be kept in the material storage area on site. Equipment and materials will include but not be limited to brooms,dust pans,mops,rags, gloves,goggles,kitty litter,sand,sawdust,and plastic and metal trash containers specifically for this purpose. • All spills will be cleaned up immediately after discovery. • The spill area will be kept well ventilated, and personnel will wear appropriate protective clothing to prevent injury from contact with a hazardous substance. • Spills of toxic or hazardous material will be reported to the appropriate state or local government agency, regardless of size. • The spill prevention plan will be adjusted to include measures to prevent this type of spill from reoccurring and how to clean up the spill if there is another one. Debris should be confined to a common area and removed weekly. The minimum area needed shall be disturbed. Due to the small footprint of the project, a formal erosion and control plan has not been developed. However,the contractor shall follow standard practices to minimize any adverse effects from the installation of the system. 3.1 Construction Roads and Parking Construction roads and parking areas are to be inspected periodically for the condition of surface. Top-dress with new gravel as needed. Check areas for erosion and sedimentation after runoff- producing rains.Maintain all vegetation in a healthy,vigorous condition.Sediment-producing areas should be treated immediately. 3.2 Tree Preservation and Protection Some clearing of trees will be required for the installation of the drain line connecting the facility to the treatment unit. Care shall be taken to minimize the disturbed area during installation. Despite precautions, some damage to protected trees may occur. In such cases, repair any damage to the crown,trunk, or root system immediately. Repair roots by cutting off the damaged areas and painting them with tree paint.Spread peat moss or moist topsoil over exposed roots. Repair damage to bark by trimming around the damaged area as shown in Figure 1 below, taper the cut to provide drainage, and paint with tree paint. Cut off all damaged tree limbs above the tree collar at the trunk or main branch. Organic matter content-(sometimes referred to as"humic matter")should be greater than 1.5%by weight. Acidity-pH should be greater than 3.6 before liming,and liming is required if it is less than 6.0. Soluble salts-should be less than 500 ppm. Sodium-sodium adsorption ratio should be less than 12.The depth of material meeting the above qualifications should be at least 2 inches. Soil factors such as rock fragments, slope, depth to water table, and layer thickness affect the ease of excavation and spreading of topsoil. Generally, the upper part of the soil, which is richest in organic matter, is most desirable;however,material excavated from deeper layers may be worth storing if it meets the other criteria listed above. Organic soils such as muck and peats do not make good topsoil. They can be identified by their extremely light weight when dry. SITE PREPARATION Before spreading topsoil,establish erosion and sedimentation control practices such as diversions, and berms as needed. Grading-Maintain grades on the areas to be topsoiled according to the approved plan and do not alter them by adding topsoil. - Limit of subsoil-Where the pH of the existing subsoil is 6.0 or less,or the soil is composed of heavy clays,incorporate agricultural limestone in amounts recommended by soil tests or specified for the seeding mixture to be used. Incorporate lime to a depth of at least 2 inches by disking or raking.
