Drawer 4889, Cary, NC 27519 February 25, 2004 Mr. Charles Weaver N.C. Division of Water Quality 1617 Mail Service Center Raleigh, NC 27699-1617 Re: Nitrogen Monitoring on Well Water Filter Backwash Facilities Dear Charles: Enclosed please find the limits pages for the following NPDES permits for discharge of filtered backwash water from community wells owned by Heater Utilities, Inc. (Heater). System Permit No. Hollybrook NC 0082996 Nottingham Forest NC 0055701 :n ^q04 Oak Hollow NC 0073679 Stanstead NC 0086690 a Waterfall Plantation NC 0085863 Each of the limits pages requires monitoring of Total Nitrogen. and its components (NO2 + NO3) and (TKN) on a semi-annual basis, which we believe is appropriate. The limits page also requires Heater to monitor and report the calculated value of Total Nitrogen load in pounds per month on a monthly basis. I assume this means that Heater can perform the tests in January and June of each year and use this concentration to calculate the results in each of the six months following the sample. Unless otherwise instructed, this is the method Heater will use to report the monthly Total Nitrogen load and add the 12 monthly results to obtain the annual load. Page Two Mr. Charles Weaver February 25, 2004 Please advise if I need to make any changes to Heater's reporting. Sincerely, hA 1-05/ iH.
