Director Division of Water Quality February 9, 2007 Tim Johnson Town Manager Town of Belhaven PO Box 220 Belhaven, NC 27810 RE: Implementation of the Tar Pamlico Basin Association's Monitoring Coalition NPDES Permit Modification for Instream Monitoring NCO086584 Belhaven Water Treatment Plant (WTP) Beaufort County Dear Mr. Johnson: As a member of the Tar Pamlico Basin Association's monitoring coalition, your facility and the NC Division of Water Quality (DWQ) have entered into an agreement that provides both parties with an effective monitoring tool within the Tar Pamlico River basin. By this letter the DWQ is waiving the instream monitoring requirements as specified within your individual NPDES permit beginning March 1, 2007 when the association begins monitoring of the basin as specified within the Memorandum of Agreement (MOA). This agreement identifies the stations, parameters, and frequency of monitoring required of the association in order that instream monitoring requirements be waived for members. Should your membership in the association be terminated, you must notify DWQ immediately and the instream monitoring requirements in your permit will be reinstated. All other terms and conditions in the original permit remain unchanged and in full effect. These modifications are issued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between. North Carolina and the US Environmental Protection Agency. The DWQ appreciates the time and effort expended by all members of the Tar Pamlico Basin Association in the development of the monitoring coalition. The data collected through the program will broaden our understanding of the basin and aid in the development of better management tools to insure the health and quality of this natural resource. Director Division of Water Quality In the January 12, 2007 meeting, the Tar -Pamlico Basin Association (TPBA) voted to accept the Belhaven Water Treatment Plant (permit number NC0086584) into their NPDES discharge monitoring coalition. As stated in the Memorandum of Agreement (MOA) between the TPBA and the Division of Water Quality (DWQ), the addition of a discharger into the coalition requires a written amendment to the MOA signed by a representative of the discharger, the TPBA chairman, and the DWQ. To this point I have enclosed a revised MOA for your signature. The only difference between this revision and the original is the inclusion of the Belhaven WTP. Please sign the document in the appropriate location of page six and send the signature page back to me in the enclosed addressed envelope. After obtaining the other required signatures, I will provide Belhaven and the other members of the TPBA with copies of the signed revised MOA. The Belhaven WTP will be responsible for the instream monitoring required in its NPDES permit until all parties sign the revised MOA and the TPBA begins monitoring. The association is scheduled to begin monitoring in March 2007. I look forward to working with the Town of Belhaven and all members of the TPBA.
