The 2022 Residual Annual Report for Westrock Kraft Paper Class A Residuals Program was
reviewed by WQROS staff on October 30, 2023. The annual report was received on February 28, 2023.
The permit covers land application of residuals generated at the Roanoke Rapids Mill Fly Ash facility and
the Roanoke Rapids Mill WWTP facility in Roanoke Rapids, NC.
The report indicates that no Class A residuals were land applied or distributed under this permit
in 2022. Sample analysis is not required during reporting periods during which no land application
events occur.
The Residuals Annual Report was received on time and in the proper format. At the time of the report
review the facility appeared compliant with the annual report requirement.
