Good afternoon Jeremiah and Danielle,
This email is regarding the Technical Proposal for the below referenced mitigation site, which was submitted to the Wilmington District Mitigation Branch for inclusion in the NC Division
of Mitigation Services In-lieu Fee Program as an instrument modification. We have determined that the Prospectus is complete and issued a public notice on the date shown below. Attached
are all comments received in response to the public notice, including comments from some members of the North Carolina Interagency Review Team (NCIRT). Additionally, a field review
of the site was conducted with members of the NCIRT, the minutes of which are attached for reference. The Corps has considered the comments received during the public notice, along
with information that was discussed during the NCIRT site review. Based on this information, we have determined that the proposed NCDMS mitigation site appears to have the potential
to restore, enhance, and/or preserve aquatic resources in accordance with the provisions of the 2008 Federal Mitigation Rule and the NCDMS Instrument approved on July 27, 2010. As
provided by Sec. 332.8 of the Federal Mitigation Rule, you may now proceed with preparation of the draft mitigation plan for this site. Please ensure that the draft plan takes into
account all of the enclosed agency comments/concerns, and please be sure to provide a cover letter that identifies how each comment was addressed.

Project Description:
The proposed site work includes unnamed tributaries (UTs) to Big Alamance Creek, referred to in as UT1, UT1A, UT1B, UT1C, and UT1D, and areas of associated riparian wetlands, which drain
to Big Alamance Creek, and ultimately the Haw River. The Big Alamance Creek Stream and Wetland Mitigation Project involves the potential restoration and enhancement of more than 4,500
feet of stream and the re-establishment and rehabilitation of over 5 acres of riparian wetlands. The proposed Project will restore and enhance the functions of existing riparian wetland
systems and restore a stable headwater stream-wetland complex. Stream restoration activities include restoring appropriate dimension, pattern, and profile with Priority 1 restoration
to reconnect restored streams to the floodplain. Where Priority 1 restoration is not appropriate, Priority 1.5 and 2 design approaches will be implemented. Stabilization structures
will be installed, which will also provide habitat. Enhancement activities include cattle exclusion and bank erosion repair and restoration of channel dimension. BMPs will be installed
at the upstream ends of all mitigation stream reaches. These BMPs will be designed as wetland cell that slow flows, providing additional retention and detention of runoff from the upstream
watershed, reducing potential for nutrients, sediment, and coliform. Native riparian buffers will be established, and livestock will be excluded from the streams and buffers. Wetland
reestablishment and rehabilitation will focus on the restoration of vegetative communities, restoration of stream corridors and historic groundwater tables, and the reestablishment
of soil structure and microtopographic variations.
