Division of Water Resources' Central and Regional staff has reviewed the application package
received on April 10, 2023, and subsequent additional information received on June 19, 2023. However,
additional information is required before the review may be completed. Please address the items on the
attached pages no later than the close of business on October 2, 2023.
Please be aware that you are responsible for meeting all requirements set forth in North Carolina
rules and regulations. Any oversights that occurred in the review of the subject application package are
still the Applicant's responsibility. In addition, any omissions made in responding to the outstanding item
in Sections A, or failure to provide the additional information on or before the above -requested date may
result in your application being returned as incomplete pursuant to 15A NCAC 02T .0107(e)(2).
Please reference the subject application number when providing the requested information. All
revised and/or additional documentation shall be signed, sealed, and dated (where needed), with an

A. Engineering Certification:
During review of the permit application, it was noted that the verbiage within the Partial
Engineering Certification was slightly vague. The Description of Variations notes that the partial
certification is "covering 3,393 LF of 6" reclaimed water distribution line and 1,823 LF of 12"
reclaimed water distribution line in Phase 1 Section lA and associated appurtenances".
One interpretation could be that the partial certification is the completion of the entirety of Section
IA, with the pending construction of Section 1B necessitating the partial certification. Another
interpretation could be that it is a partial certification for Section IA and there are still reclaimed
water lines within Section lA to be constructed in addition to the unconstructed Section 1B.
Please clarify whether all the reclaimed water distribution lines designed for Phase 1 Section IA
have been constructed. If they have not, then please include the length of line still pending
construction.
