Salisbury St., Archdale Building 942-H Raleigh, NC 27604 Subject: USACE Action ID No. SAW-2018-02160 DWR # 18-1694 Dudley Mill Pond Mitigation Site Monitoring Year 2 Repairs – Temporary Impacts Dear Ms. Polizzi, This letter is in reference to the Dudley Mill Pond Mitigation Site (Site) and the ePCN submitted on October 24, 2023 regarding necessary stream repairs. The purpose of this letter is to provide clarification on temporary impacts associated with the proposed repairs. Temporary wetland impacts are necessary for equipment access to the repair areas and for additional excavation of the streambank to rebury the damaged brush toes. Access to repair areas will take the shortest logistically feasible route through the easement and utilize existing earthen access roads outside of the easement when possible to avoid unnecessary wetland impacts. All temporary wetland impacts will be revegetated with a native riparian seed mix and stabilized. Additionally, wetland areas will be replanted with native species included in the Approved Mitigation Plan Planting List. Temporary stream impacts will be associated with a temporary stream crossing needed for equipment to access the streambank where the brush toes are located. An existing riffle in the stream channel will be used as a temporary crossing while the pump-around station is operating so both repair areas can be accessed and the need to construct a separate temporary crossing can be avoided. The stream will be restored to its pre-construction profile following completion of the work and any displaced or damaged riffle material will be replaced. The streambanks will be revegetated and stabilized. Temporary stream and wetland impacts are detailed below in Tables 1 and 2. Permanent stream impacts reported in the PCN submitted on 10/24/2023 are not included. Table 1.
