OCT ~ 4 2005 1 ~ m~~ ~~T a.D 0 5 b ~ _~_;~ SUBJECT: Modification Request ~ - ~ ____ __~: - - Sloop Point Plantation Major Permit Application Ponder County Mark Clements with Clements Marine Construction has submitted a request to modify State Permit No. 41-OS for Sloop Poin[ Plantation. This modification request was first submitted on February 24, 2005 and was determined to be lacking adequate information needed to continue processing. Completed information was submitted on September 28, 2005. The original permit application, requested authorization to renovate two existing dock structures. An Environmental Assessment (EA) was submitted for the project in July 2004 for multi-agency review. The EA and Finding of No Significant Impact (FONSII were submitted to the State Clearinghouse on July 7, 2004. The permit was then issued on Julv 22. 2005. The original permit allowed the installation of 20 boat slips in the southern most located dock. The applicant proposed that no boats over 24 ft. in length and no boats with cabins or heads will be allowed. A quarterly report is required to be submitted on the number of boats utilizing this facility and the northern dock was made into a fishing pier only, with no boats being allowed access to the dock. The 20 boat slip total serves the entire 21 lot Sloop Point Plantation subdivision. The applicant also stated that the seven water front lots located in this subdivision would not be allowed to build their own private piers. In the attached modification request, the applicant proposes to build a pier 3 ft. wide by 140 ft. long on the 30 ft easement located on the south side of the property along the Atlantic Intracoastal Water Way (AIWW). This pier would be built for the purpose of allowing the public access to water while blocking them from driving over the existing marsh area. The applicant also proposed the construction of a 480 ft. long bulkhead located on the North side of the property adjacent to Virginia Creek. This additional bulkhead would connect to an existing 475 ft. long bulkhead which was built under a General Permit issued on April 28, 2004. This Office has no objection to the modification request provided no adverse comments are received from the interested review agencies. Form DCM-MP-1 section 4. e., requires the vegetation on tract to be listed. Because there are two areas requesting [o be worked, vegetalion from both areas needs to be listed. Use load locker to proof load anchor into locked position Once driven to the proper depth, the driving toot is removed and the rod or tendon that is attached to the anchor is pulled to rotate the anchor into position and load it against undisturbed soil, like a toggle bolt. This loading operation is carried our using the anchor locker which provides a direct readout of anchor capacity and proof loa~~ar~ho!/ E immediately. Multiple sections are coupled together with specialized couplers to achieve the required depth of installation. Manta Ray and Stingray drive steel are not interchangeable. Load Locking Kits: For Manta Ray, the LL-1 is a 10-ton fast acting jack with an 8 inch stroke. The direct reading gauge and rod gripping jaws make load locking easy and quick. The base and jack are self-aligning to the actual installed angle of the anchor. It requires an open center hydraulic flow of 2 to 8 gallons per minute and a maximum pressure of 2,000 psi. After installing this bulkhead we have determined that an additional 480' would be needed to complete the property of lot 23,24,25. I consulted our local permit office and was told that it would be fine to build this bulkhead but sense it put it over the 500 foot rule we would have to apply for it under a major permit process. This is what we are now applying for. The bulkhead will be 5' high and 140' long on lot 23. It will be 3' high on the backside of lots 23,24,25. It will be constructed of vinyl and wood. We also had an archaeological assessment of the property and came to the agreement with the state that we would use manta ray tie downs so not to disturb the land. We plan to use this tie down or dead man system to anchor our new addition as well. The total run will be 480'.
