Hi Kaitlyn,
DWR has reviewed the Year 4 Monitoring Report for Thoroughfare Swamp Nutrient Offset and
Buffer Mitigation Site and have the following comments:
1. It is recommended that Easement Boundary Check be included as a standalone section
before or after “Parcel Adaptive Management”. Include this with all monitoring reports
moving forward.
2. No photos are included of the easement encroachment by the property owner or the
replanted farm road. Provide DWR photos of these two areas.
a. Going forward, include timestamped photos of any easement encroachments and
adaptive management supplemental plantings in all monitoring reports.
b. Flagging of replanted stems is recommended in all adaptive management areas so
that the new stems are visible in photos.
3. This year’s monitoring report mentions a large amount of loblolly pines in Plots 4 and 5
that will be thinned in Spring 2024. Upon closer look, it appears that no loblolly pines
were recorded in plot 5 this year, despite 44 being recorded in year 3. After reviewing
the year 3 monitoring report in more detail and comparing it to the year 4 report, is
appears that plots 1, 3, 4, 5, 6, 7, and 13 all reported fewer sweet gums and/or loblolly
pines in year 4 despite adaptive management not being undertaken yet. In addition, the
number of groundsel tree volunteers in many plots appeared to decrease between
years and 3 and 4. Are these numbers accurate, and does Wildlands have an idea as to
why this might be?
Thank you for your attention to these comments. Please provide an adequate response to all
items above along with supporting documents if required.
Once DWR receives a response to the comments above, issuance of monitoring report
approval and credit release can be determined.
