Implementation Status of the Stormwater Program*
Please describe summary of implementation and compliance status.
The City of Charlotte has implemented its municipal stormwater permit program since 1993 and is currently in compliance with the program.The
Minimum Control Measures are fully implemented.
Are there any proposed changes/revisions to the Stormwater Program?*
Include revisions to assessment of controls and any fiscal analysis revisions.Note:Proposed changes shall be submitted as part of a revised
Stormwater Management Plan(SWMP).
A new Stormwater Management Plan is not due until 12 months after our new MS4 permit's effective date.With that said,based on our most
recent program assessments,we are proposing or have incorporated a number of changes to programs as efforts to improve the effectiveness
and overall quality of our programs as follows:
1) Program Administration&Assessment
• Conduct more comprehensive assessment of permit programs and documentation of those assessments.
2) Public Education and Outreach
• Expand outreach to more underserved and diverse communities and audiences.
3) Public Involvement&Participation
• Expand the Volunteer Monitoring Program to reach more audiences.
• Expand outreach to more underserved and diverse communities and audiences.
4) Illicit Discharge Detection&Elimination
• Conduct GIS analysis of major outfall locations and collected data to ensure that all major outfalls are inspected a minimum of once per
permit term.If the streamwalk program is not the most efficient way to inspect some major outfalls due to their distance from streams,
implement a supplementary program to ensure those outfalls are inspected.
5) Construction Site Runoff Controls
• Sedimentation and erosion control rules for construction were incorporated into the newly developed Charlotte Unified Development
Ordinance(UDO).The existing local ordinance was modified to reflect changes in State law since the last update of our ordinance.In addition,the
following elements were added to more closely align with the State's Construction Stormwater permit and model ordinance and to strengthen
our rules:buffer zone requirements,exemption clarifications,and self-monitoring requirements.
6) Post Construction Site Runoff Controls
• Post construction rules were incorporated into the newly developed Charlotte LIDO and included several changes:(1)Lowered applicability
trigger for all development to 5,000 ft2 of new built upon area,(2)Removed offsite mitigation options to require onsite SCMs for all sites,(3)
Removed rule that allowed industrial-zoned areas to avoid mitigating impacts as required by other development types,(4)Removed rule that said
the City can accept maintenance of SCMs within single-family developments after 2 years so that all private SCMs must be maintained in
perpetuity by the property owner/association.
• Transfer responsibilities for inspection of post-construction SCMs during construction and the closeout phase from the Land Development
inspection team to the Erosion Control team to improve the overall process and outcomes.
7) Municipal Good Housekeeping&Pollution Prevention
• No significant changes proposed.Added a new position to focus more on implementation of pollution prevention best practices at municipal
operations and projects.
8) Program to Evaluate Industrial Stormwater Discharges
• We already copy DEQ-Mooresville Regional Office on all inspection reports for facilities with a State-issued industrial stormwater permit,
but to further improve coordination and site compliance,we will provide the list of facilities we're inspecting to DEQ at the beginning of the fiscal
year and invite them to do joint inspections as they're able.We will also schedule an annual meeting with select DEQ-Mooresville staff to review
inspection results and discuss issues.
9) Water Quality Assessment&Monitoring
• Proposing to add more fixed interval and continuous monitoring sites to better characterize water quality conditions in certain streams.
• Changed metals sampling protocols based on changes in State standards(dissolved vs total).
