Dear Ms. Obenauf:

This correspondence is in reference to the RES Yadkin 01 Umbrella Mitigation Bank,
Compass Point Mitigation Site located west of Pulliam Road, approximately 4.5 miles
northeast of Booneville, in Yadkin County, North Carolina. The site includes unnamed
tributaries that flow to the Yadkin River in the Yadkin River Basin, Cataloging Unit
(03040101). The purpose of this letter is to transmit comments provided by the NC
Interagency Review Team (NCIRT) during the review of the monitoring report and to
confirm the Year 3 monitoring credit release for this mitigation site.

Pursuant to the site’s Umbrella Mitigation Banking Instrument and the site-specific
Mitigation Plan, the following mitigation credits shall be available for sale provided the
annual monitoring report demonstrates interim performance standards are being met:

• 10% of the total enhancement and/or restoration Stream Mitigation Units (SMUs)
associated with year 3 annual monitoring (415.500 Cool Water SMUs)

Based on a review of the monitoring data provided for the stream restoration on the
site, we confirm that you have satisfied the above requirements, and 415.500 Cool Water
SMUs are now available for sale. Total credits released to date are 2,493.000 SMUs.

Please review the comments provided by the NCIRT during their review of the
monitoring report, incorporated in the email transmitted with this letter. While it is not
necessary to provide a response to specific comments at this time, please be sure to
address the issues raised in future monitoring report submittals.
