The water plant discharges an average 0.18 MGD of wastewater to the alum lagoon when the lagoon is in service. However, the lagoon is subject to rainfall and evaporation on a daily basis. Discharged flow is metered, but is highly variable. One daily flow was listed at 7.05 MGD, however that was not a usual discharge, and was deemed inaccurate. It occurred in February 2022 when the lagoon was being drawn down for clean out. There were a large number of small fish that made it past screening and were discharged through the meter which likely affected the accuracy of the reading. If the 7.05 MGD were accurate, that would have been a flow rate of 125 ft/sec which would have completely scoured out the creek bed. The creek bed is unchanged, and thus such a discharge did not occur. The next highest flow rate recorded was 2.71 MGD. The reported daily average includes a number of zero discharge days as well. Using the reported average of 0.136 or 0.129 MGD if the 7.05 MGD is excluded from calculations is the best estimate we can provide. Average flow reported on page 1 of Form 2c and on Table A of Form 2c include values with and without the 7.05 MGD included.
