Dear Mr. Phelps:

On August 31, 2023, Dorothy M Robson of the Raleigh Regional Office reviewed the 2022 Annual Report
for permit WQ008431. The report was received February 1, 2022. The report was prepared by Raleigh
Water.

According to the 2022 Residual Annual report, no residuals were placed in the surface disposal unit in
2022. As such, TCLP and residual monitoring analyses were not performed for the disposal permit, per
Condition III.2 and III. 3.

A summary of annual residual inputs to the disposal unit with note of the 2012 dredging and estimated
remaining volume and useful life was submitted and showed the unit to have a remaining volume of
approximately 28.9 million gallons. Freeboard records did not have readings less than 3.5 feet during the
2022 calendar year.

There were no significant issues or findings noted in the report review and therefore, a response to this
review is not required. If you should have any questions, please do not hesitate to the Water Quality
