HomeMy WebLinkAboutWQ0014046Compliance Evaluation Inspection letterOctober 18, 2023 Mike Williford, Mayor Town of Stovall PO Box 100 Stovall, NC 27582 SUBJECT: Compliance Inspection Report Town of Stovall Non-discharge Permit No. WQ0014046 Granville County Dear Permittee: The North Carolina Division of Water Resources conducted an inspection of the Town of Stovall Wastewater Treatment Facility (WWTF) on September 13, 2023 by Ms. Dorothy Robson. This inspection was conducted to verify that the facility is operating in compliance with the conditions and limitations specified in Non-discharge Permit No. WQ0014046. The findings and comments noted during this inspection are provided in the enclosed copy of the inspection report entitled "Compliance Inspection Report". Division records indicate a treatment system consisting of an operation/lab building; a septic tank and effluent pump (STEP) system; an influent flow meter; a 2,530,000 gallon facultative lagoon; a 5,370,000 gallon storage lagoon; an effluent disinfection structure with a 2.4 gallon per hour (GPH) sodium hypochlorite feed pump and an irrigation pump station with two 340 gallon per minute (GPM) pumps; a 34.71 acre spray irrigation area consisting of eight fields; and all associated piping, valves, controls, and appurtenances During the inspection, the following was observed: Schedule (Section I of permit): 1.The permit expires on October 31, 2026. According to the permit Section I. 3. a renewal is to be submitted by May 4, 2026. Performance (Section II): 2.The facility meets the performance standards and setbacks as stipulated in Section II of the permit. Operation and Maintenance (O&M) (Section III): 3.The property of the WWTF has a gate at the entrance and fenced along the adjacent agricultural field. No issues with unauthorized public access on the property. DocuSign Envelope ID: 91DBE6F4-D1BE-4377-A209-9A20D1F2587A 4.Measuring gauges were in good working order and waste levels were recorded properly. 5.Freeboard measurements have not been less than two feet within the current permit cycle. 6.The protective vegetative cover along the berms is well maintained and no erosion was observed. 7.The vegetative cover on the irrigation fields consisted of a fescue crop and was healthy. 8.The spray heads were working appropriately with only a very few spray heads out of service for repairs. 9.The fields are not irrigated during inclement weather. The fields are only sprayed manually when the ORC is on site. 10.The facility was lacking a copy of the spill prevention plan (SPP) on-site at the facility. However, at the time of this letter, the facility has proved DWR with a copy of the plan and has ensured there is a copy onsite at the facility. Monitoring and Reporting (Section IV): 11.Dale Matthews, ORC, services and maintains the system according to the permit. Monthly reports are submitted on time and are complete. Various violations have been reported, but Mr. Matthews has responded quickly and resolved the violations. Please continue to be diligent on the monitoring and operations of the facility. Inspections (Section V): 12.Mr. Dale Matthews inspects and maintains the facility effectively. The facility is clean and well maintained. Please continue to ensure the facility is always well maintained. General Conditions (Section VI): 13.The facility continues to be maintained by the Town of Stovall and Dale Matthews, ORC and annual fees have been paid. No enforcements have been reported in the past five years. 14.Division records indicate the required annual fee ($1760 per year) for the period ending October 31, 2023 and due November 3, 2023, has yet to be paid. There are no overdue fees for the subject permit. Please pay the attached invoice by November 3, 2023 This report is a notification of the results of the compliance inspection. No violations were observed at the time of the inspection. It covers the administrative costs associated with your permit. It is required of any person holding a permit for any time during the annual fee period, regardless of the facility’s operating status. Failure to pay the fee by the due date will subject the permit to revocation. Operating without a valid permit is a violation and is subject to a $10,000 per day fine. If the permit is revoked and you later decide a permit is needed, you must reapply, with the understanding the permit request may be denied due to changes in environmental, regulatory, or modeling conditions.
