Division of Water Resources' Central and Regional staff has reviewed the application package
received on June 19, 2023. However, additional information is required before the review may be
completed. Please address the items on the attached page no later than the close of business on September
25, 2023.
Please be aware that you are responsible for meeting all requirements set forth in North Carolina
rules and regulations. Any oversights that occurred in the review of the subject application package are
still the Applicant's responsibility. In addition, any omissions made in responding to the outstanding items
in Sections A through C, or failure to provide the additional information on or before the above -requested
date may result in your application being returned as incomplete pursuant to 15A NCAC 02T .0107(e)(2).

A. Articles of Incorporation, Declarations, and By-laws:
1. The Articles of Incorporation, Declarations, and By-laws for the Cove Key Association, Inc. were
not included in the renewal application package submitted for Permit WQ0023580. Please submit
a copy of the Articles of Incorporation, Declarations, and By-laws pursuant to 15A NCAC 02T
.0115(c).
B. Facility Description:
1. During the site visit conducted on July 17, 2023, Mooresville Regional Office staff were unable to
determine the type of liner in the wet weather storage lagoon. Please provide comment on the type
of liner in the wet weather storage lagoon.
C. Attachment A — Site Map:
1. During the site visit conducted on July 17, 2023, Mooresville Regional Office staff noted that the
system would not allow irrigation and instead was rerouting flow to the head of the plant. To
maintain plant volume, the reclaimed water was being diverted to the wet weather lagoon. At the
time of the inspection, parts to repair the system had been ordered. Please provide an update
regarding the repairs to the system and current irrigation abilities.
