Dear Ms. Obenauf:
This correspondence is in reference to the RES French Broad 05 Umbrella Mitigation
Bank, Puncheon Fork Mitigation Site located approximately five miles northwest of Swiss
in Madison County, North Carolina. The 13.15-acre project presents stream and wetland
restoration and enhancement generating potentially 2,835.550 Cold Stream Mitigation
Units (SMU) and 0.977 Riparian Wetland Mitigation Units (WMU), along Puncheon Fork
and three unnamed tributaries as well as a segment of Hampton Creek in the Upper Big
Laurel Creek Watershed of the French Broad River Basin (06010105). The purpose of
this letter is to transmit comments provided by the NC Interagency Review Team
(NCIRT) during the review of the monitoring report and to confirm the Year 3 monitoring
credit release for this mitigation site.
Pursuant to the site’s Umbrella Mitigation Banking Instrument and the site-specific
Mitigation Plan, the following mitigation credits shall be available for sale provided the
annual monitoring report demonstrates interim performance standards are being met:
• 10% of the total enhancement and/or restoration Stream Mitigation Units (SMUs)
associated with year 3 annual monitoring SMUs (283.555 Cold Water SMUs)
• 15% of the total enhancement Wetland Mitigation Units (WMUs) associated with
year 3 annual monitoring (0.147 Riparian WMUs)
Based on a review of the monitoring data provided for the stream restoration on the
site, we confirm that you have satisfied the above requirements, and 283.555 Cold Water

SMUs and 0.147 Riparian WMUs are now available for sale. Total credits released to
date are 1,417.788 SMUs and 0.539 WMUs.
Please review the comments provided by the NCIRT during their review of the
monitoring report, incorporated in the email transmitted with this letter. While it is not
necessary to provide a response to specific comments at this time, please be sure to
address the issues raised in future monitoring report submittals.
