Hello Katie, Attached is the Year 3 monitoring credit release letter for the: SAW-2018-00094 / EBX, LLC / RES French Broad 05 UMBI / Puncheon Fork Year 3 Monitoring Report. IRT comments on the MY3 Report are incorporated in this email. **The Corps agrees to the M&M bond reduction for Bond No. 9384440 in conjunction with the Year 3 credit release, in the amount of $93,143.00, per the bond reduction schedule. Maria Polizzi (NCDWR) comments: 1. Page 9, second paragraph under Stream Geomorphology: This paragraph is a bit confusing. Which stream channel is this referring to? All the channels? A specific reach that had a problem in a previous year? Consider rewording in the future, if relevant. 2. An additional update on the Flexi Baffles next year would be helpful. Since the installation date was so close to the monitoring date, it is difficult to determine long term effectiveness this year. 3. Species diversity is low in a few plots (only 3 or 4 species). It also appears that the reason Plot 3 is not meeting performance standards is due to low planting density rather than mortality. Are there planting methods that could be improved upon in future projects to ensure proper spacing and species distribution throughout the site? 4. I am in support of the credit release as proposed for this project. Erin Davis (USACE) comments: 1. The GPA-1 photo is concerning. Will seeding be sufficient to stabilize this slope area and stop the headcut migration long-term? 2. In the MY4 report, please provide information on stem survival of the 2023 supplemental planting within the Wetland B credit area. Similarly, please watch stem density in and around veg plot 3 since vegetative uplift is the primarily performance standard for the surrounding Wetland C credit area. 3. Based on the JB4-B stage recorder graph, it appears this restoration reach had low/no flow for a majority of the monitoring duration captured. Is this representative of observations made during site inspections? Was the JB4-B stage recorder data similar in MY1 and MY2? 4. It would be helpful to have a Table 13 footnote specifying the data collection end date (i.e., August 16, 2023 for MY3). This electronic copy is an official Department of the Army Notification.
