Dear Mr. Dixon:
This correspondence is in reference to the RES French Broad 05 Umbrella Mitigation
Bank, Carolina Bison Mitigation Site located approximately two miles northeast of
Leicester and eight miles northwest of Asheville in Buncombe County, North Carolina.
The 10.92-acre project presents stream restoration and enhancement generating
potentially 4,675 Cool Stream Mitigation Units (SMU), after water quality monitoring
adjustments, along Parker Branch and two unnamed tributaries in the Newfound Creek
Watershed of the French Broad River Basin (06010105). The purpose of this letter is to
transmit comments provided by the NC Interagency Review Team (NCIRT) during the
review of the monitoring report and to confirm the Year 4 monitoring credit release for this
mitigation site.
Pursuant to the site’s Umbrella Mitigation Banking Instrument and the site-specific
Mitigation Plan, the following mitigation credits shall be available for sale provided the
annual monitoring report demonstrates interim performance standards are being met:
• 5% of the total enhancement and/or restoration SMUs, including water quality
SMUs, associated with year 4 annual monitoring (233.750 Cool Water SMUs)
• 10% of the total enhancement and/or restoration SMUs, including water quality
SMUs, associated with meeting the stream bankfull event performance standard
(467.500 Cool Water SMUs)

Based on a review of the monitoring data provided for the stream restoration on the
site, we confirm that you have satisfied the above requirements, and 701.250 Cool Water
SMUs are now available for sale. Total credits released to date are 3,506.250 SMUs.
Please review the comments provided by the NCIRT during their review of the
monitoring report, incorporated in the email transmitted with this letter. While it is not
necessary to provide a response to specific comments at this time, please be sure to
address the issues raised in future monitoring report submittals.
