HomeMy WebLinkAbout20171295 Ver 1_RES Yadkin01 - Scout MY3 Credit Release October 30, 2023 Regulatory Division Action ID No. SAW-2017-01469 Re: Year 3 Monitoring Report Review and Credit Release associated with the RES Yadkin 01 Umbrella Mitigation Bank – Scout Mitigation Site Mr. Daniel Dixon Resource Environmental Solutions 3600 Glenwood Avenue, Suite 100 Raleigh, North Carolina 27612 Dear Mr. Dixon: This correspondence is in reference to the RES Yadkin 01 Umbrella Mitigation Bank, Scout Mitigation Site located approximately eight miles west of Clemmons and five miles northwest of Bermuda Run, in Davie County, North Carolina. The 13.22-acre project presents stream restoration and enhancement generating 2,918 warm Stream Mitigation Units (SMU), after nonstandard width buffer adjustments, along Hauser Creek and two unnamed tributaries in the Upper Yadkin Watershed of the Upper Pee Dee River Basin (03040101). The purpose of this letter is to transmit comments provided by the NC Interagency Review Team (NCIRT) during the review of the monitoring report and to confirm the Year 3 monitoring credit release for this mitigation site. Pursuant to the site’s Umbrella Mitigation Banking Instrument and the site-specific Mitigation Plan, the following mitigation credits shall be available for sale provided the annual monitoring report demonstrates interim performance standards are being met: • 10% of the total enhancement and/or restoration Stream Mitigation Units (SMUs) associated with year 3 annual monitoring (291.800 Warm Water SMUs) Based on a review of the monitoring data provided for the stream restoration on the site, we confirm that you have satisfied the above requirements, and 291.800 Warm Water SMUs are now available for sale. Total credits released to date are 1,750.800 SMUs.
