PROJECT SUMMARY: The applicant proposes to replace the existing 50 linear ft. bulkhead two feet waterward of the existing bulkhead, resulting in the filling of 100 sq. ft. of coastal wetlands, and replace a return wall along the southern property boundary in the same footprint. 9. NARRATIVE DESCRIPTION: The project site is located at 1117 Canal Drive in New Hanover County, adjacent to the Carolina Beach Yacht Basin, in Carolina Beach, New Hanover County. The subject property is a single-family residence. Existing structures on the 0.1-acre property include a single-family residence, a two -slip docking facility, and a bulkhead. The lot averages approximately 4' above normal high water (NHW). High ground vegetation on the property includes sparse native grasses. The measured shoreline is 50' in length and it is stabilized by a bulkhead that ties into the adjacent bulkhead to the north and a wingwall on the southern side which connects to an adjacent bulkhead. The landward extent of Coastal Wetlands exists at the face of the existing bulkhead and consists primarily of Black Needlerush (Juncus roemarianus) and Smooth Cordgrass (Spartina alterniflora) before transitioning to the open waters of the Carolina Beach Yacht Basin. NHW exists at the face of the bulkhead for approximately 11 linear feet in the area of the existing pier. The property is bordered to the north and south by single family residences with private docking facilities. The Town of Carolina Beach authorized CAMA Minor Permit #10-23CB for the demolition of the existing house and the construction of a new single-family residence. 10. PROJECT DESCRIPTION: The applicant proposes to replace the existing 50 linear ft. wooden bulkhead two feet waterward of the existing bulkhead with a vinyl bulkhead, resulting in the filling of 100 sq. ft. of coastal wetlands, and replace an existing wing wall in the same footprint. The proposed vinyl bulkhead would step out a maximum distance of 2' waterward of the existing wooden bulkhead on the eastern side of the property, resulting in the filling of approximately 100 sq. ft. of Coastal Wetlands and 22 sq. ft. of Public Trust Area (See Drawing "Sep REV 1117 Canal Survey"). Approximately 11 linear feet of the proposed bulkhead would be below NHW. The wing wall on the northern side of the property would be approximately 2' in length and tie into the adjacent bulkhead. The proposed 18' wing wall on the southern side of the property would be placed in the same footprint as the existing wooden bulkhead along the property line and tie into the adjacent bulkhead. The proposed vinyl wall would be back filled with clean sand. According to the applicant, this methodology would minimize impacts to adjacent resources. The new vinyl wall would be constructed using land -based equipment and according to application materials, no equipment will be transported across wetlands. According to the applicant, the installation of the tiebacks and deadmen will result in approximately 2000 sq. ft. of high ground disturbance. 11. ANTICIPATED IMPACTS: The proposed bulkhead would step out a maximum of 2' waterward of the existing bulkhead, Field Investigation Report: Michele Ball DCM Major Permit Page 13 resulting in the filling of approximately 100 sq. ft. of coastal wetlands and 22 sq. ft. of Public Trust Area below NHW. Clean dirt will be used as backfill material and result in approximately 2000 sq. ft. of high ground disturbance. Increased turbidity levels should be expected during sheet pile installation.
