The Division of Energy, Mineral and Land Resources (DEMLR), received additional information for a Stormwater
Management Permit Application for SW1230602 on June 26, 2023. A review of that information has determined that the
application is not complete. Attached is a letter describing the items that need to be submitted.

resubmission:

The Central Office of the Division of Energy, Mineral and Land Resources (Stormwater Section) accepted the Stormwater
Permit Application and $505.00 fee for the subject project on 07/03/2023. We received your post-construction
stormwater permit application for the above mentioned project on 06/26/2023. Reviews under the standard permitting
process can take up to 90 calendar days to complete. Please upload all documents that you mailed into our office
through the link provided below. Be sure to choose the Central Office as the Primary Contact office.

Dear Mr. Gaston and Mr. Hines:
The Division of Energy, Mineral and Land Resources (DEMLR), received a Stormwater
Management Permit Application for the subject project on June 26, 2023. A review of that
information has determined that the application is not complete. The following information is
needed to continue the stormwater review:
1. Consistency
Please revise the following for consistency.
a. The Operation and Maintenance Agreement Wet Pond Design Summary and the SCM
Stormwater Pond Details on Sheet C-9.2 show different bottom and sediment removal
elevations. The Summary indicates a foot of sediment storage, but the detail sheet
indicates 6". The pond storage table provided in the calculations lists the top of storage of
the main pool as 1016 ft. Please revise for consistency.
i. If 1017 is the bottom of the main pond, please update the volume calculations
(including average depth, forebay sizing, etc) and Supplement-EZ accordingly.

2. Supplement-EZ
Ix hard copy of the complete, original Supplement-EZ Form is required per Sections V& VI, 3
of the Application
a. Wet Pond—The Wet Pond Page of the Supplement-EZ must be provided for review.
b. Drainage Area, Lines 20-21. The design volume in this area of the Supplement-EZ is
the volume of runoff that must be controlled for the design storm as shown in the
calculations. The provided calculations listed this volume as "35,692 CF" The calculation
method used for this value is the "Simple Method."Please the method or provide additional SCS
calculations showing the design volume needed with a 1-inch depth.
3. Calculations
Ix signed, sealed, and dated hard copy of calculations with the following corrections made:
(This item is required per Section VI, 7 of the Application)
a. Please provide calculations showing that the inlets and outlets of the SCMs are stable
in accordance with General MDC 4. Please provide calculations showing that the
stormwater outlets are stable during the 10-year design storm. This item is required
per 15A NCAC 02H .1003(5).
b. Please revise the average depth calculation. Because the cross-sectional area of a wet
pond generally varies with depth, the average depth of the wet pond is not equal to
the total depth from the main pool surface to the bottom of the pond. The average
depth must be calculated using either Equation 2 or Equation 3 provided in the
Manual. See the Manual Wet Pond MDC 2 for guidance on this calculation.
c. The Permanent Pool Surface Area Calculations reference the SA/DA and Average
Depth Method to size the main pool of the wet pond(in accordance with Wet Pond
MDC 1). The required surface area of the wet pond should be calculated by
multiplying the drainage area by the value found in Table 1 and then dividing the
result by 100. See the Manual Wet Pond MDC 1 for guidance on this calculation.
d. Per Wet Pond MDC 7, the design volume shall draw down from the temporary pool
elevation(1026.5 per the O&M)to the permanent pool level (1020)between two and
five days. Ensure that the driving head from the water surface is based on the
temporary pool elevation. The drawdown calculations provided utilized the treatment
volume instead of the design volume which is set by the outlet elevations.
2. Provide PDFs of all revisions, 2 hardcopies of revised plan sheets, 1 hardcopy of other
documents, and a response to comments letter briefly describing how the comments have
been addressed.

Please reach out to me prior to hand delivering a submission to make sure that I
(or someone else in my group) will be able to receive the submission. Do not
leave the package in the foyer with the security guard.
NOTE: Hard copies should not be sent to a Regional Office. Doing so will delay
the review process and the submission package may be lost while being sent from
the Regional Office to me in the Central Office.
While not required to be addressed, the following was noted:
- It is recommended to provide stage storage calculations for the forebay so that the
forebay volume requirements can be verified.
Please note that this request for additional information is in response to a preliminary review.
The requested information should be received by this Office prior to October 26, 2023, or
the application will be returned as incomplete. The return of a project will necessitate
resubmittal of all required items, including the application fee. Please reference the State
assigned project number SW1230602 on all correspondence.
If you need additional time to submit the information,please submit your request for a time
extension to the Division at the contact below. The request must indicate the date by which you
expect to submit the required information. The Division is allowed 90 days from the receipt of
a completed application to issue the permit.
The construction of any impervious surfaces, other than a construction entrance under an
approved Sedimentation Erosion Control Plan, is a violation of NCGS 143-215.1 and is subject
to enforcement action pursuant to NCGS 143-215.6A.
