Dear Ms. Sprinkle;
The enclosed Section 401 Pre-Filing Notification is being submitted on behalf of the N.C.
Department of Transportation’s (NCDOT) Rail Division, in coordination with CSX Corporation.
NCDOT and CSX intend to carry out improvements to various portions of railway infrastructure
within New Hanover County. Specifically, the proposed project includes the following separate
actions:
Cape Fear River Directional Bore
The placement of a utility conduit underneath the Cape Hear River via directional bore
(adjacent to the CSX Navassa Bridge). No wetland or stream impacts are proposed with
the construction of this bridge.
Curve Realignment
A curve realignment that will impact areas on both the east (Site 1) of the Northeast Cape
Fear River and west (Site 2) of the Northeast Cape Fear River (on Eagle Island). This
component of the project will impact 0.52 acres of wetlands at Site 2, and 116 feet of
existing stream channel located at Site 1.
Burnt Mill Creek Bridge Milepost 244.42
The replacement of a bridge over Burnt Mill Creek located just to the west (upstream) of
the Archie Blue Community Park, which is located on Wynnwood Street. This bridge
replacement will involve the complete removal and replacement of the existing bridge.
No wetland or stream impacts are proposed with the construction of this bridge.
Burnt Mill Creek Bridge Mile Post 247.40
Replacement of a second bridge located over Burnt Mill Creek that is approximately two
miles upstream of the Burnt Mill Creek Bridge located at Milepost 244.42. Please note
that this bridge replacement will only involve replacement of bridge components located
above the high water line. All bridge components located below the high water line will
be renewed but not replaced. No wetland or stream impacts are proposed with the
construction of this bridge.
Preliminary drawings for each one of these sites are attached application drawings. A general
location map is also provided. Moffatt and Nichol, on behalf of NCDOT and CSX, will be
preparing permit applications which will include additional information for each of these four
locations, following guidance provided by the U.S. Army Corps of Engineers and the N.C.
