Good morning Doug,
I hope this message finds you doing well.
I wanted to give you an update on the status of the JD call for the railroad bridge replacement
project over Burnt Mill Creek immediately upstream of Archie Blue Community Park in Wilmington.
DCM staff were able to meet recently and review the JD call for this area. It was determined that
Burnt Mill Creek above the flood gates at the park will not be classified as a Public Trust Area AEC.
Additionally, as we discussed in our most recent phone conversation, I was able to revisit the site
after our initial meeting and determined that some of the salt/brackish creek water was getting past
the floodgates and into the wetlands adjacent the bridge project, therefore any wetland area(s) at
the project site containing coastal wetland species will be classified as coastal wetlands. Please let
me know once the coastal wetland areas at the project site have been delineated and forward to me
for verification.
Please plan and design the project to avoid and/or minimize impacts to coastal wetland areas to the
maximum extent practicable. If impacts to coastal wetlands are not avoidable, then depending on
the specific plans and impact levels, a CAMA Major Permit or CAMA General Permit will be required.
Just as an update, I have resumed work (limited hours this week) following my knee surgery. I am
starting to recover and putting a little weight on my leg, so hopefully it will continue in a good
direction and I will be able to get out in the field again with you soon. Feel free to reach out to me if
