This is in relation to the NCDOT Rail/CSX project that we discussed a couple of weeks ago.

After our meeting, I was able to find some supporting documentation for the projects. Attached for
your information are several documents relating to the various CSX projects we discussed a couple
of weeks ago.
- Natural Resources Technical Report – This document contains an analysis of potential
impacts of the project to the natural environment. Included in this report are sections
on protected species, water resources including streams, and regulatory considerations
including wetlands.
- DWR On-Site Determination for Applicability to the Mitigation Rules
Final PJD Form
Final Signed PJD Tear Sheet
Categorical Exclusion NEPA Document (Please note that on pages 5 of 16 and 6 of 16,
documentation is provided indicating that there is no potential to affect historic
resources)

CSX and their contractor are also in the process of providing me additional information on
temporary work bridges that are proposed for use at two bridge replacement sites. I will forward
this information on to both of you as soon as possible.

With this information in mind, I was hoping that the three of us could get together sometime next
Monday or Tuesday to further our discussions of necessary permit requirements.

Thanks again for meeting with me on Thursday. I am trying to track down the additional information
that you asked for, and will also be working on pre-filing notification. Also, please see attached the
design drawings that I believe I promised both of you (drawings for the two sites on Burnt Mill Creek,
the Curve Widening drawings, and the Cape Fear River Directional bore site). As I gather more
information, I will pass that on to you. In the meantime, please let me know if you have any
additional questions.
