Folks – there was an error in my earlier email:
The sentence that read” “CSX has now revised the access road location to keep it out of the wetland
area – therefore there will be now wetland impacts (permanent or temporary) associated with this
project….”
Should read ““CSX has now revised the access road location to keep it out of the wetland area –
therefore there will be no wetland impacts (permanent or temporary) associated with this project….”
I’m sorry for any confusion.

Subject: NCDOT-CSX projects in Wilmington area
Good afternoon, everyone.
I wanted to let you know that since we now have updated definitions for these sites that we visited
back in March, I am preparing permit applications for the various sites. The first application I am
working on will be for the directional bore at the Cape Fear River (CAMA and USACE/401). Once I
get those applications submitted, I will begin working on the bridge replacement on Burnt Mill Creek
(also CAMA and USACE/401), then I will submit the curve realignment and widen portion
(USACE/401 only).
Tom, I would like final confirmation on one issue. There was a second bridge project further
upstream on Burnt Mill Creek (MP ACB 247.4) that was only going to replace portions of the bridge
located above the high water line (no-in-water work proposed). I believe that it was originally
determined that this project would qualify for a non-reporting NWP 3. However, the new definition
for this site originally showed a small area of wetland being temporarily impacted by an access road.
CSX has now revised the access road location to keep it out of the wetland area – therefore there
will be now wetland impacts (permanent or temporary) associated with this project (see attached
drawing and location map). With this information in mind, CSX would like for the USACE to re-
confirm that this project continues to qualify for a non-reporting NWP 3. Once this confirmation is
received, CSX would like to proceed with construction on this site while permits for the other sites
are being processed.
If you have any questions on any of these issues, please feel free to let me know.
Thanks
Doug
