Page 10 of 10 PCN Form Additional Information Section B.3e Project Description - Details The proposed project seeks to install a sewer line connecting an RV park development in the northern section of the property to drip fields in the upland area of the southern portion of the property. One temporary stream impact (S1) involves the installation of the sewer line via trenching and cofferdams across South Hominy Creek (C; Tr). The southern portion of the property will be accessed for sewer maintenance by a ford crossing, which does not need to be improved as the stream is rocky at this location. However, some bank stabilization (approximately 8 LF on each bank; inset A) is being added on both stream banks for the ford crossing. A culvert is proposed in an unnamed tributary to South Hominy Creek (C; Tr) for a constructed gravel access path used to maintain drip lines associated with the sewer system. The project also proposes filling a portion of one floodplain wetland to construct the gravel path for sewer system access. These impacts are proposed to be permitted under an NWP-58. Installation of the sewer line and culvert will occur in the dry (Appendix A). Approximately 4.45 acres of tree clearing will occur during this project. Typical construction equipment will be used on site including bulldozers, excavators, dump trucks, etc. Section D.la Avoidance and Minimization - Design Given that South Hominy Creek bisects the site and the narrow connection between the northern and southern portions of the site, the only practicable design requires crossing South Hominy Creek and the unnamed tributary. The maintenance path was designed to impact as little of the wetland as possible. Further, the utility line drip fields have been placed in upland areas to avoid additional impacts to the unnamed tributary and surrounding wetlands in the southern portion of the site. Section F.5d Endangered Species and Designated Critical Habitat — Sources A threatened and endangered species review is included in Appendix D and was gathered from the US Fish and Wildlife Service Information and Planning and Consultation (IPaC) tool on October 19, 2023. In summary, potentially suitable summer habitat for the northern long-eared bat (NLEB) is present in the forested areas on -site. Potentially suitable summer habitat for the tricolored bat is also present in the forested areas; however, this species is not formally listed at this time and no formal management guidelines are in place. Due to the limited tree clearing on -site (4.45 acres), it is the opinion of ClearWater that construction of the sewer line and gravel access may affect but is not likely to adversely affect the NLEB or the tricolored bat. ClearWater recommends that tree clearing at this site be conducted between October 15 — March 31 to minimize impacts to the tricolored bat and NLEB. No suitable habitat was observed on site for any other federally protected species known to potentially occur within the vicinity of the project site. Therefore, it is of the opinion of ClearWater that this project will not adversely affect federally protected species potentially occurring within the project area. Section F.7b. Historic or Prehistoric Cultural Resources — Sources There are two historic sites within a one -mile radius of the project site: (1) Davis Store & Feed Mill No. 2; Site ID: BN2425 (Status DOE) is located approximately 0.62 miles southwest of the project site; and (2) Stoney Fork School 2000; Site ID: BN2437 (Status DOE) is located approximately 0.71 miles southwest of the project site. Three surveyed site is located near the project site: (1) Jessie Israel House; Site ID: BN0477 (Status SO) is located approximately 0.35 miles north of the project site; (2) Pisgah School; Site ID: BN0595 (Status SO) is located approximately 0.45 miles north of the project site; and (3) Byrd House; Site ID: BN0287 (Status SO) is located approximately 0.85 miles west of the project site.
