Based on our review of the project plans and specifications, we have determined that the infiltration systems comply with the Stormwater Regulations set forth in Title 15A NCAC 2H.1003 (h) . This certification shall be effective from the date of issuance until rescinded and the project shall be constructed and maintained in accordance with the plans and specifications approved by the Wilmington Regional Office. Any additional construction other than what is shown on the approved plans must be resubmitted as an additional phase. Upon completion of construction and prior to operation of the infiltration systems, an engineer's certification must be received from a professional engineer certifying that the infiltration system has been installed in accordance with the approved plans and specifications. The attached certification should be received by this office within 30 days of completion of construction. Yes No System is capable of treating and disposing of runoff from all impervious surfaces resulting from 1.5 inches of rainfall. 2 . Brief Explanation: This Certification of Approval applies to the revised plans submitted on October 12, 1990 which include the development of 12 lots with single family homes. The first 1.5 inches of runoff from impervious surfaces will be infiltrated in one of two infiltration basins. Future development of this tract must be submitted as an additional phase and approved independently of this certification. Revisions to previous plans consist of the elimination of the pool and clubhouse. Also, the location and shape of infiltration basin #1 was changed. Attached is a copy of a Three Party Agreement which has been executed by the US Army Corps of Engineers, the Beach at Bricklanding Associates, and the Beach at Bricklanding Homeowners Association. This agreement is the vehicle which allows Corps approval for the encroachment of the stormwater dry infiltration basins and related appurtenances into the Corps right-of-way. Also attached is a copy of a deed, which clears up the ownership of the stormwater system property, from one of the property owners to the homeowners association. Because of this, we have been able to move Infiltration Basin # 1 to a more suitable location. The new location and configuration are illustrated on Plan Sheet # 4. You will note, in your review, that the new basin has a surface area and capacity which exceeds that of the ori,rinal basin. You will also note that the bottom elevation of the basin has been lowered from 9' MSL to 8' MSL. (Our field investigation indicates that the ground water elevation is lower than 6' MSL at the new location.) It is our understanding that your office will perform it's own field investigation to help evaluate these proposed revisions. In addition to moving the basin, we have also converted approximately 90 feet of the 140 feet of open channel upstream of the basin, to a piped section. This change was made at the Developer's request due to the proximity of the 90-foot section to a residential structure.
