Project Description:

The purpose of the proposal is the establishment of a commercial umbrella mitigation bank to generate mitigation credits that may be used to provide compensatory mitigation for unavoidable
impacts to aquatic resources associated with Department of the Army permit authorizations pursuant to Section 404 of the Clean Water Act.

According to the applicant, the bank involves the establishment of four mitigation sites: Dirty Boots II Mitigation Site (SAW-2023-00307), Sandy Branch Phase II Mitigation Site (SAW-2023-00305),
Mudhoney Phase II Mitigation Site (SAW-2023-00304) and Blue Sky Mitigation Site (SAW-2023-00310). The bank includes approximately 23,312 linear feet of streams and 12.49 Acres of wetlands.

A combination of analog, empirical, and analytical design approaches will potentially be used. All project reaches will be designed to create stable, functional stream channels and buffers.
Restoration reaches will be designed to create stable, functional stream channels. The design approach will be based on reference reach, standard design parameters, and existing conditions
analysis. Dimension, pattern, and profile will be designed to allow for frequent overbank flooding, provide stable bank slopes, and enable biological lift. This design approach will
provide hydrologic connectivity between creeks and floodplains, creating increased lateral stability. Bedform will be improved using instream structures appropriate for the geomorphic
setting such as log steps, rock steps, log vanes, and constructed riffles and rock cascades. In addition, use of large woody debris in bank revetments will provide instream habitat
for species of insects, fish, and amphibians.

Proposed wetland mitigation includes rehabilitation of existing wetlands, re-establishment of historic wetlands, and wetland creation. Wetland rehabilitation practices will include hydrologic
improvement, livestock exclusion, and establishment of a native hydrophytic vegetation community. Wetland hydrology will be restored in re-establishment areas and established in wetland
creation areas through Priority 1 construction of an appropriately sized stream channel and surface roughening to increase infiltration. Wetland re-establishment is proposed in areas
predominantly containing hydric soils.

Riparian buffers will be planted based on an appropriate nearby reference community and will be developed to restore appropriate strata (canopy, understory, shrub, and herbaceous layers).
In areas where invasive species are present, plants will be removed either as part of grading activities or treated with herbicide prior to buffer planting. Restoration of the riparian
buffers will create an uninterrupted wooded corridor for wildlife, connecting project site streams and wetland areas to upstream wooded tracts. All project assets will be placed under
conservation easement and protected in-perpetuity.

Mudhoney Phase II Mitigation Site- Includes approximately 7,524 linear feet (LF) of streams and will include 6,510 LF of restoration and 1,014 LF of enhancement II. In addition, proposed
mitigation will include 0.816 Acres (Ac) of wetland re-establishment, 1.694 Ac of wetland rehabilitation and 0.359 Ac of wetland creation. The Site proposes to generate approximately
6,915 warm stream credits and 2.065 riparian wetland credits.

Sandy Branch Phase II Mitigation Site- Includes approximately 6,577 linear feet (LF) of streams and will include 4,657 LF of restoration, 520 LF of enhancement I, and 1,400 LF of enhancement
II. The Site proposes to generate approximately 5,131 warm stream credits.

Dirty Boots Phase II Mitigation Site- Includes approximately 2,540 linear feet (LF) of streams and will include 1,135 LF of restoration, 528 LF of enhancement I, 292 LF of enhancement
II and 585 LF of preservation. In addition, proposed mitigation will include 2.04 Ac of wetland rehabilitation and 1.90 Ac of wetland enhancement. The Site proposes to generate approximately
1,643 warm stream credits and 1.97 riparian wetland credits.

Blue Sky Mitigation Site- Includes approximately 6,793 linear feet (LF) of streams and will include 5,158 LF of restoration and 1,635 LF of enhancement II. In addition, proposed mitigation
will include 3.627 Acres (Ac) of wetland re-establishment, 0.931 Ac of wetland rehabilitation and 1.118 Ac wetland enhancement. The Site proposes to generate approximately 5,397 warm
stream credits and 4.807 riparian wetland credits.
