The additional information requested August 14, 2023 regarding permit application WQ0044562 has
not been received as of October 25, 2023.
The project application is being returned as incomplete. If you wish to pursue permitting for this
project, please submit a completed application accompanied by a new application fee.
*Please note that the fee for fast track sewer extension permits has increased to $600 as of
October 3, 2023 [as stipulated in the 2023 House Appropriations Act, House Bill 259, Water
Quality and Stormwater Fees, Section 12.14(a)].

Per Subchapter 2T of North Carolina Administrative Code Title 15A:
15A NCAC 02T. .0107 Staff Review and Permit Preparation:
(e) If an application is accepted and later found to be incomplete, the applicant shall be advised how
the application or accompanying supporting information may be modified to make it complete. The
staff shall advise the applicant:
(1) that the 90 day processing period required in G.S. 143-215.1(d) and Rule .0108 of this Section
begins on the date the additional information is received; and
(2) that if all required information is not submitted within 30 days, the project will be returned as
incomplete. Any resubmittal of a returned application shall be accompanied with a new application
fee.

Just an update on this. I didn’t understand previously that there was a different form from the
county to Fuquay, but I’ve got it straight now. Harnett County was aware of this but we haven’t
received that form yet, I’ve just followed up with them today. Hopefully get some movement on it
shortly.

There is another FTSE form for this application (for the Harnett Co. treatment facility). That is the
FTSE form that needs updating.

The Flow Tracking form submitted for this project regarding North Harnett Regional WWTP needs to
be updated and resubmitted. The provided document states that “HRW is currently reconciling
actual and not-yet-tributary flows” and that this reconciliation was expected to be completed by
March 2023. Please update and resubmit this document on the current form (FTSE 10-18) to include
the results of the reconciliation and their impact on any capital improvement project(s) if needed.

I’m no longer with the DWR Raleigh Regional Office, but I am still helping them out some.

The RRO received that one on 6/22, and it hasn’t been assigned to anyone for review yet. I think it’s
taking on average about 6 weeks (or more) to review and issue permit, so it will likely be at least
another week or two before review begins on that one.
