We wanted to make sure to clearly inform NCDEQ of the following: • The spill occurred on GTP's apron in front of Kinston Jet Center when an aircraft was being refueling with Jet-A fuel by a refueler truck. • The spill was caused by an improperly secured fuel tank component. • The refueler truck operator implemented emergency shutdown procedures, and the duration of release lasted approximately 60 seconds. • The estimated spill volume was approximately 50 gallons. • The Jet-A fuel spill was completely contained on the apron. • At no time did any portion of the spill enter the storm drainage system (which includes any apron storm drain inlet or any adjacent drainage ditch). • Therefore, no portion of the spill was discharged off-site. • The fuel spill was cleaned up immediately by on-site personnel, using appropriate on-site spill response materials. • The used spill response materials which included six fuel socks, 2 pillows, and 13 bags of speedy dry,were properly cleaned up and disposed. • NCGTP staff are working on assessing our after-incident corrective actions, which include discussions with FlyExclusive staff and will include the incorporation of this incident into our ongoing stormwater pollution prevention and spill prevention and response training program as a lessons learned/training moment here at NCGTP for all our tenants. In addition, the FlyExclusive company safety officer was notified and is working with FlyExclusive staff to make sure this incident will not reoccur. We wanted to make sure that we definitively clarified to NCDEQ that "no oil discharge left the apron". We are not sure where the image in your email originated from, but we recommend not using it in records associated with this spill incident since it is mislabeled as "ditch that may lead discharge to surface waters". Since no portion of the spilled fuel left the apron, there is no discharge that may reach surface waters. Please let me know if you have any other questions related to this spill incident. Based on this information and spill location indicated in the map screenshot below, it is likely that the jet fuel from this spill may have contacted surface waters (Stonyton creek and Neuse River). This facility has NPDES stormwater permit NCS000250 with NCDOT as the Permittee. Permit is attached here for your reference. As per section 3.7.2 of the stormwater permit, the Permittee shall implement a spill response program for non-roadway NCDOT facilities that are owned and operated by the Permittee. Along with spill response,the Permittee must also take steps to mitigate any discharge in violation of this permit. Please confirm what all steps were taken to contain the spill.
