Please note Incident 202301378, as reported in BIMS, required a press release and public notice. All three incidents referenced in the NOV were published in the public notice and proof of the publication is attached pursuant to NCGS 143-215.1 C(b)(2). On September 23, 2023, Tropical Storm Ophelia produced 4.1" of rainfall locally in Roanoke Rapids, NC. Attached is an image of Tropical Storm Ophelia as it passed through North Carolina on the spill date. These chronic spill sites arise from high inflows into the Belmont Pump Station located in sub -basin `A' of the collection system. Peak wet weather flows to the Belmont Pump Station occasionally exceed the pumping capacity in the existing pumps and when the pump station runs frequently the downstream gravity sewer becomes surcharged and is at risk for overflows in several shallow manholes. On March 15, 2023, RRSD received a Belmont Pump Station Preliminary Engineering Report which recommended increasing the pumping capacity at the pump station along with rerouting the force main to a larger gravity line downstream with more capacity. On September 29, 2023, RRSD submitted a Belmont Pump Station Improvement Project Application for Funding to NCDEQ Division of Water Infrastructure requesting a funding amount of $2,859,165. We are confident this project will eliminate the upstream and downstream surcharging. We expect a response to this funding request in early 2024.
