PROJECT SUMMARY: The applicant proposes to remove the existing wooden boardwalk, replace the existing bulkhead, place fill material under the existing Inn, and then replace the boardwalk at a more waterward location away from the Inn. Project Setting The site of the proposed development is located within the Corolla Light subdivision at 1066 Ocean Trail on NC-12, Corolla, Currituck County, adjacent to the Currituck Sound. The property is ±1.51 acres in size with elevations that range from 0 ft at Normal Water level (NWL) to ± 5 ft above NWL. It has been zoned as General Business and is the location of The Inn at Corolla. The shoreline is ±365' in length and has been hardened with bulkheading and riprap. The existing bulkhead was authorized and constructed in 2012 (CAMA MP #110-12) and has begun to exhibit signs of failure. The area under the Inn has experienced erosion allowing water to pool under it. The main Inn structure houses hotel rooms, a lounge, open deck areas and offices. A swimming pool area is located on the south side of the Inn and an asphalt parking area is located on the eastern side of the Inn. Based on available information, there appears to be no archaeological sites on or near this property. On the western side of the Inn, within the Currituck Sound, a seasonal watersports business operates from a docking facility comprised of a ±345'x6' pier with a ±500 ftz octagonal gazebo at the end, a ±36'x30' platform located on the south side of the pier, and a ±32'x8' platform located on the north side of the pier. Located ±40' off the pier on both the north and south sides are two pilings placed ±90' apart in which a seasonal mooring rope is strung between them to provide a total of 10 authorized PWC moorings. A six -foot -wide wooden walkway/boardwalk oriented in a north/south direction is located immediately waterward of the existing bulkhead. This walkway/boardwalk is associated with the Inn; however, it also acts as a connection to the Corolla Light Subdivisions community walkway/trail system. The adjacent riparian properties to the north and south are owned by the Corolla Light Community Association and are designated as community open space areas. These shorelines have been hardened and contain the Corolla Light Subdivisions walkway/trail system. The waters of the Currituck Sound in this area are classified as SC, are closed to shellfish taking, and are considered Joint Waters. There is ±5 miles of open water to the west of the project site. Existing water depths within the project area range from ±2.0' to ±2.5' below NWL and the bottom substrate is made up of fine sands. A submerged aquatic vegetation (SAV) survey was conducted by Environmental Professionals, Inc. on August 15, 2023. It was reported that Common eelgrass (Zostera marina) was identified to be growing within the project area with coverage considered to be moderate (greater than 40% but less than 70%). Development Proposal The applicant proposes to construct 352' of vinyl bulkhead 2' waterward of the existing bulkhead. The alignment will tie into the adjacent bulkhead to the north, extending south for ±306' to the southern return wall of the pool, where it will then extend ±46' landward following the pool bulkhead return. Due to the complexities of traditional tie -back installation, galvanized helical tieback rods will be utilized, minimizing shoreline disturbance. Upon completion of the bulkhead, a 130' x 60' area under the Inn will be filled to the elevation of the replacement bulkhead. Backfill material has been indicated as being clean sand material from a commercial supplier. Prior to replacing the bulkhead, the existing walkway/boardwalk will be removed. The applicant proposes to replace the walkway further waterward to separate it from the Inn, as well as providing an open area for any future bulkhead maintenance. The proposed 6' wide walkway will be 260' in total length and will be located an average of 40'waterward of the bulkhead. The walkway will begin from the northern bulkheaded shoreline and then extend south for 162' where it will connect into the existing pier. A 98' section will then continue from the pier to the southern property line. It should be noted that Corolla Light Community Association, Inc. is in the process of requesting to modify their CAMA major permit to continue the walkway through their riparian corridor area. The proposed height of the walkway will be 3' above NWL and the location to connect to the existing pier was chosen for pedestrian safety because the pier slopes down from the Inn and the connection point is where the pier levels out. Water depths along the proposed walkway location range from 2.0' to 2.5' below NWL. Anticipated Impacts • The construction of the bulkhead along the proposed alignment will result in the shallow bottom fill of±704 ft2 within the Estuarine Waters and Public Trust Area AEC's with clean fill from an upland source. • The construction of the bulkhead along the proposed alignment will result in the placement of ±78.2 cubic yards of fill material below NWL. • The placement of material under the Inn will result in filling ±7,800 ft2 of Estuarine Shoreline AEC. • The proposed walkway/boardwalk removal and replacement will result in the continued shading of ±1,560 ft2 of Estuarine Waters and Public Trust Area AEC's in water depths greater than 2'. Proposed is 352 linear feet of bulkhead which will be constructed in front of the existing bulkhead at an average of 2 feet. The relocation of the boardwalk will result in 260 linear feet of 6-foot-wide boardwalk that will be an average of 40 feet waterward of the proposed bulkhead and a maximum of 45 feet. This realignment allows for the boardwalk to be separated from the inn and removes the boardwalk from conflicts with the bulkhead maintenance at the swimming pool. This location was specifically chosen because the existing perpendicular pier slopes down from the walkway adjacent to the Inn and levels out allowing a connection which will not create a hazard to pedestrians. A 60' x 130 area will be filled underneath the Inn to an elevation to aid in drainage of flood waters from under the structures during storms.
