Project Description: The purpose of this project is to replace Bridge No. 254 on Wood Bridge Road over Third Creek in Iredell County. The existing timber -deck bridge is structurally deficient and functionally obsolete and will be replaced with a new concrete deck bridge that will accommodate two 11-foot lanes. The proposed bridge will be placed on the same alignment and will be widened approximately 1-foot on both sides. The approaches will be widened to include two 11-foot lanes plus 2-foot paved shoulders. Class 11 Riprap is proposed along the channel banks. Anticipated Permit or Consultation Requirements: A United States Fish and Wildlife Service (USFWS) northern long-eared bat 4(d) rule streamlined consultation form will be completed and submitted. Due to the anticipated impacts to jurisdictional streams, a US Army Corps of Engineers (USACE) Nationwide Permit 3 is anticipated for a bridge to bridge replacement. Project Commitments: None Special Proiect Information Estimated Costs The estimated cost, based on 2018 prices, is $980,000 Estimated Traffic Current 1,000 vpd Year 2040 1,500 vpd TTST 6% Crash History The NCDOT Traffic Safety Unit has evaluated crashes in a ten-year period (May 1, 2008-April 30, 2018) and found three crashes occurring in the vicinity of the project None were associated with the geometry of the bridge or its approach roadways. Design Exceptions The roadway is designed as a Local Rural Route using Sub -Regional Tier Guidelines, with a 60-mph design speed (posted 55 mph). There is an anticipated design exception for maximum vertical grade, sag curve K value, and vertical stopping sight distance, as a 15 mph design speed is necessary due to hydraulic controls and existing conditions. Coordination with NCDOT is ongoing and additional signage may be installed to enhance the safety of the roadway. 04/09/19 1 of 6 DocuSign Envelope ID: 957F8387-2C05-45DE-BAA1-753D54FAC153 Offsite Detour Bridge No. 254 will be replaced on the existing alignment. The offsite detour is 5.5 miles and utilizes Island Ford Road, I-77, and U.S. 64. See the Transportation Operations Plan in the Project File. Water Resources This project is located in the Yadkin River basin. One jurisdictional stream, Third Creek, was identified in the study area. Third Creek is a perennial stream which has been classified by the North Carolina Wildlife Resource Commission as a warm water stream for the purposes of stream mitigation. There are no designated High Quality Waters, water supply watersheds, Outstanding Resource Waters or 2016 Final 303(d) listed streams within the study area or within 1.0 mile downstream. There are no wetlands in the study area. Based on a 25-foot buffer of the proposed slope stakes, there are 65 feet of potential stream impacts to Third Creek. Class II riprap is proposed along the channel banks to mitigate impacts to the stream. The project area is located in a 100-year floodplain but no changes to the floodplain maps are anticipated. A no -rise certification is anticipated to be completed under the Memorandum of Agreement (MOA) between NCDOT Hydraulics Section and the NC Floodplain Mapping Program. Federally Protected Species The USFWS lists three federally protected species for Iredell County (updated June 2018): the bog turtle, the dwarf -flowered heartleaf, and the northern long-eared bat (NLEB). Species listed as threatened due to similarity of appearance do not require Section 7 consultation with the USFWS; therefore, a biological conclusion is not required for the bog turtle. A review of the North Carolina Natural Heritage Program (NCNHP) database completed in January 2019 indicated no known occurrences of the bog turtle or dwarf -flowered heartleaf within 1.0 mile of the project area. An on -site investigation was conducted on January 9, 2019 and found suitable habitat for dwarf -flowered heartleaf. Multiple transects of suitable habitat were surveyed during two different site visits, but no dwarf -flowered heartleaf was identified. Therefore, the biological conclusion is "no effect" for dwarf -flowered heartleaf. Based upon current guidance from the USFWS Asheville office, the biological conclusion for NLEB is "may affect, not likely to adversely affect" for any counties in Division 12, which includes Iredell County. This is due to the fact that these counties are located in the white nose syndrome area, but since there is no known hibernacula nor roosting trees in Division 12, the criteria for the 4(d) rule has been met and any associated take is exempt. A USFWS NLEB 4(d) rule streamlined consultation form will be completed and submitted. In accordance with the Bald and Golden Eagle Protection Act, a desktop-GIS assessment of the project study area, as well as the area within a 1.13 mile radius (1.0 mile plus 660 feet), was performed on January 9, 2019. A pond approximately 16 acres in size lies to the 04/09/19 2 of 6 DocuSign Envelope ID: 957F8387-2C05-45DE-BAA1-753D54FAC153 south within the study area and constitutes a suitable feeding source for the bald eagle. Due to the proximity of suitable habitat, a survey for bald eagle nests within the project study area and the area within 660 feet of the project limits was performed on January 9, 2019 and none were observed. Additionally, a review of NCNHP records revealed no known occurrences of this species within 1.0 miles of the project area. Due to the lack of known occurrences and the lack of observed nests, the biological conclusion for the bald and golden eagle is "No Effect."
