Mark Clements with Clements Marine Construction has submitted a request to modify the pending Sloop Point Plantation
CAMA Major Permit Application. This modification request was submitted on February 24, 2005. An Environmental Assessment
(EA) was submitted for the project in July 2004 for multi-agency review. The EA and Finding of No Significant Impact (FONSI) were
submitted to the State Clearinghouse on July 7, 2004. The original application requested authorization to renovate two existing dock
structures. These dock structures each originally contained 10 boat slips but were in need of repair. The renovation would include the
addition of safer handrails, a gazebo over the existing deck at both docks, the construction of a 150 ft. by 5 ft. T-head deck at the end
of each pier with five perpendicular 26 ft. by 4 ft. decks on each T-head deck to allow access to the boat slips. All boat slips would
also be equipped with a 10,000 pound boat lift. The 20 boat slip total would serve the entire 21 lot Sloop Point Plantation subdivision.
The applicant has also stated that the seven water front lots located in this subdivision would not be allowed to build their own private
piers.
During the review process, it was determined that an additional CAMA Major Permit had already been issued to allow the
building of a third 10 boat slip pier on private property between the two Sloop Point Plantation piers. Concerns were then raised by
the Division of Shellfish Sanitation because of the close proximity of these piers and their possible impact on shellfish Resources. In
order to address the concerns, the attached request to modify this Permit Application has now been submitted.
This request proposes to install all 20 boat slips in the southern most located dock. The applicant has also proposed that no
boats over 24 ft. in length and no boats with cabins or heads will be allowed. A quarterly report will also be submitted on the number
of boats utilizing this facility. The northern dock would be made into a fishing pier only, with no boats being allowed access to the
dock. It is also proposed that all of the existing mooring poles at this northern most dock will be removed.
This Office has no objection to the modification and renewal request provided no adverse comments are received from the
interested review agencies.

We would like to Modify our current request to insta1120 slips on our existing piers in Sloop Point
Plantation. To fit into the Shellfish [Marine Fisheries ]guide lines to keep the area from closer due to the
number of boats in this area we have modified or drawings to request to install x1120 slips to our south pier.
We understand that there will be a condition set that we will only be allow to have a maxim of 24' of boat
per lift and no cabins or heads. We also understand that we will have to report each quarter on the number
of boats on these lifts and no cabins or heads.we understand that lots 15,16,17,18,20,21,22 will be
designated to this dock and will not be able to build there own piers. We also will remove all mooring pole
that are existing on the north dock and make this a fishing pier only. No boats will be accessible to this
dock. We hope that we have made every change necessary to comply with all the state agencies.
