All,
The additional information requested June 21, 2023 regarding permit application WQ0044477 has
not been received as of October 18, 2023.
The project application is being returned as incomplete. If you wish to pursue permitting for this
project, please submit a completed application accompanied by a new application fee.
*Please note that the fee for fast track sewer extension permits has increased to $600 as of
October 3, 2023 [as stipulated in the 2023 House Appropriations Act, House Bill 259, Water
Quality and Stormwater Fees, Section 12.14(a)].
Per Subchapter 2T of North Carolina Administrative Code Title 15A:
15A NCAC 02T. .0107 Staff Review and Permit Preparation:
(e) If an application is accepted and later found to be incomplete, the applicant shall be advised how
the application or accompanying supporting information may be modified to make it complete. The
staff shall advise the applicant:
(1) that the 90 day processing period required in G.S. 143-215.1(d) and Rule .0108 of this Section
begins on the date the additional information is received; and
(2) that if all required information is not submitted within 30 days, the project will be returned as
incomplete. Any resubmittal of a returned application shall be accompanied with a new application
fee.

All,
These permit applications (Wrenn Farms and Wrenn Villas) are still awaiting a response to the
Additional Information request sent on 6/21/2023. I believe the hang up centered around the need
for an updated flow reduction approval for Franklin County that included the Townships of
Youngsville and Franklinton. I think that letter has been issued, but you have not provided it.
Additionally, there were unanswered questions on the original application that need to be
addressed.
If you would still like to pursue permitting these projects, please provide the requested information.

Please see the attached Flow Reduction Approval letter regarding Franklin County.
Chris, please save this letter for future reference and projects located in Franklin County. It is the
applicant’s responsibility to provide this information when requesting the use of reduced flow values
in the flow calculation(s).
Also, the attached letter specifically excludes the municipalities of Youngsville and Franklinton from
the reduced flow approval. It looks like the projects applied for are in Youngsville.
If this is the case the flow calculations on page 2 section VI. 7. need to be updated to reflect the
appropriate flow values for the projects.
