Atlas Environmental staff completed the delineation of aquatic resources on October 12t", 13t", and 18t" 2022. Features were field verified by David Bailey on May 24, 2023. A previous Approved Jurisdictional Determination had been issued for a portion of the review area under Action ID SAW-2019-00226 which expires April 08, 2025. A delineation concurrence was issued for the remainder of the review area via email by David Bailey on July 05, 2023. The AJD area included one isolated impoundment as Pond 1. Due to the existing AJD and recent regulatory changes the isolated pond has not been identified as an impact. The site has been designed and engineered to avoid and minimize impacts to the greatest extent possible. Impacts include three permanent stream impacts, seven temporary stream impacts, and three permanent wetland impacts. The permanent stream impacts include one perennial channel (S1: 94 LF, 0.007 Ac) and two intermittent channels (S2: 50 LF, 0.003 Ac and S3: 19 LF, 0.001 Ac). Three temporary impacts are associated with trenching for sewer line installation and four temporary stream impacts are to establish a dewatered area using a pump around system to prevent flowing water in the work area. One wetland impact, identified as W1, is associated with the road crossing. Impacts W2 and W3 are fill related to the sewer line installation. Avoidance and minimization has occurred through the site design including the size, orientation, and positioning of the proposed buildings, stormwater control measures, parking, and additional infrastructure. Retaining walls are proposed at the road crossing to minimize proposed impacts and avoid additional impacts. The retaining walls at the road crossing are 247 linear feet and 144 linear feet. The walls vary in height but approximate 20 feet at the highest point. Without these retaining walls and assuming ATLAS Environmental, Inc. 338 S. An additional retaining wall of 745 linear feet, varying in height from approximately 20-30 feet, is being proposed Southwest of Building A to avoid greater impacts to CH 100 and entirely avoid wetlands WL 1400 and WL 1500. This wall also creates a wider buffer and tree save area along channel CH 100. The road alignment at the stream crossing has been dictated by the City of Garner for an eventual connection with Cook Street. The Western region of the property is zoned as residential. Any future development and the continuation of the road to Cook Street will be a separate and complete project to be completed by others and will be unrelated to the proposed industrial project. The sewer line has a required permanent easement of 40-feet, due to this required width, all impacts within zone 1 are being mitigated at a 3:1 rate. No impacts within zone 2 require mitigation.
