Application Form 1 -Section 8-1 Attachment Please find outlined below the City of Gastonia Water Plant raw water treatment process and the wastewater treatment process for wastewater generated by the Water Plant facility. This wastewater is treated by the City of Gastonia Alum Sludge De-Watering Facility and discharged in accordance with State of North Carolina NPDES Permit# NC0040070: • Treatment Process for raw water by the Water Treatment Plant: • On the conventional treatment section of the Water Plant, Raw Water is pumped to the plant from Mt. Island Lake. Aluminum Sulfate (Alum) is added in the flash mix section of the basin for coagulation prior to the sedimentation process. After sedimentation occurs, Sodium Hypochlorite is added on top of the multi-media filters for initial disinfection. • After coagulation, sedimentation and filtration, the following post treatment is performed: Sodium hydroxide is added for pH stabilization. Sodium bicarbonate, hexameta-meta phosphate and ortho-phosphate are added for corrosion control, fluoride is added as a dental health aid, and sodium hypochlorite is added to maintain a chlorine residual in the distribution system. • On the low-pressure submerged membrane section of the Water Plant, raw water is pumped through the membrane basins and directly to the primary membranes with no pre-chemical treatment. The permeate from the primary membranes is then treated in the same manner as the post treatment described above prior to distribution. • On the secondary membrane section of the Water Plant, plant wastewater from basin and filter washes, and Water Plant leakage is returned from the Alum Sludge De-Watering Facility to the Water Plant Secondary membranes where it is processed through the secondary membranes then discharged to the influent raw water flow for the Water Treatment Plant for treatment. This secondary membrane treatment process allows us to reclaim approximately 1 MGD (Million Gallons/Day) U T I L I T I E We are TR U to our customers! that would have been previously discharged to our City of Gastonia Wastewater Treatment Plant under a SIU Permit. • Treatment Processes for the treatment of process wastewater generated by the Water Plant: • Sedimentation basin washwater along with conventional filter and membrane filter backwash water is sent to a sludge holding tank at the Alum Sludge De-Watering Facility via a gravity discharge line from the Water Plant. When the sedimentation basins at the Water Plant are cleaned, the effluent is discharged to the Alum Sludge De-Water Facility and a small amount of polymer is added to assist in proper sludge settling. After the sludge has settled (usually 3-5 days) the clear water on top is decanted to the NPDES permitted discharge point. When the sludge holding tank is full, the sludge is removed utilizing a portable sludge press and disposed of in accordance with our sludge removal vendor's permit. • When a filter backwash occurs at the Water Plant, the effluent is discharged to the Alum Sludge De-Watering Facility, via gravity to Tank #1 . There is no polymer added as the filter backwash contains minimal amounts of particulates. After the particulates have settled (usually 2- 4 hours) the clear water is dechlorinated with sodium thiosulfate and decanted to the NPDES designated discharge point. Any sludge is transferred into sludge tank #2 and addressed, when full, as noted above.
