The PCN that was submitted is considered Incomplete. Each of these lots would be separate single
and complete projects. Impacts in Lot 24 do not incorporate the impacts to coastal wetlands that are
on the PJD. Individual PCNs will need to be submitted for each lot.
Question/ concerns for each lot:
LOT 25 (410 Caswell Beach Rd.)
• Can the bulkhead be placed outside of the wetland? If so, then there would be no impact to

wetlands and a Permit would not be required.
• If you intend to place the bulkhead in the wetland please provide adequate purpose and
need.
LOT 24 ( 406 Caswell Beach Rd.)
• It appears that the past delineation shows coastal wetlands. These are not shown on the
impact maps and are not accounted for. If these are coastal wetlands a CAMA permit will be
required. Documentation from CAMA would be need if these are not considered coastal
wetland.
To clarify we do not have a PCN for each lot. Resubmit a PCN for each lot if appropriate. Please
submit these thru the E-PCN -Submittal portal and reference the action ID that you received for one
of the two lots.
