This inspection was conducted to verify that the facility is operating in compliance with the conditions and limitations specified in NPDES WW Permit No. NC0025348. The findings and comments noted during this inspection are provided in the enclosed copy of the inspection report entitled "Compliance Inspection Report". There were no significant issues or findings noted during the inspection and therefore, a response to this inspection report is not required. Plant ORC's Tony Hawkins and Art Hough and Head Lab chemsist Cheryl King were present during the inspection and were helpful by answering all questions and by providing access to the entire site. Thanks and appreciation goes out these staff members for their assistance. Records Review: July 2022 and February 2023 eDMRs and corresponding lab data was throughly reviewed and compared to lab data and field bench sheets with no descrepacies. The 2021 &2022 annual reports were available as well as the ORC Visitation & Operation and Maintenance logs. All were complete and met records requirements. All other required documents such as the Flow meter calibrations, lab certifications, etc. were made available for review. Lab chemist, Ms. King, was available to assist with providing lab records. Lab chemist, Ms. King, was available to assist with providing lab records. A contract lab is used for metals whie the on-site New Bern WWTP lab performs the majority of the parameter analysis. Lord & Company provides the flow meter calibrations. Influent Flow meter calibrated on 8/22/2023 at 99.96% Accuracy by Dan Griffin. Effluent Flow meter calibrated on 8/22/2023 at 99,96%Accuracy by Dan Griffin. Efffluent to Quarry flow meter calibrated on 8/22/2023 at 99,97%Accuracy by Thomas Jones. Efluent sampler is flow proportional and samples are 450mL per sample. The thermometer within the sampler read 4 degrees Celsius. Influent sampler is flow proportional and samples obtained are 450mL per sample. The thermometer within the sampler read 5 degrees Celsius. The collected debris, sand, grit, etc. is hauled to a lined landfill on Mondays, Wednesdays and Fridays each week. Both clarifiers#1 &#2 were in good working condition, free of excessive algae and grease. There was very minor pin floc present. ORC, Tony Hawkins performed a sludge measurement (w/sludge judge) on both Clarfiers resulting in: Clarifier#1 = 3.00 feet of sludge Blanket Clarifier#2 = 1.50 feet of sludge Blanket The tertiary filters are typically backwashed twice a day around 11:OOam & 3:00pm. The high-water alarms for the filter functions thrugh the plant's SCADA system. At the time of this inspections the sludge press and storage areas were temporarily shut down for maintenance. The whole shelter area was being painted. The solids were temporarily being stored in the digesters until painting is finished. Pleanty of room available. Site looks clean and well kept. Grade A solids are mainly haued daily to the City's landfill for topping material. Generators are tested weekly under load and the facility has a monithly maintenance checklist that it uses to maintain them. The fuel tanks for the generators were around 70%+ full.
