A correction to the inspection report that needs to be addressed straightway is that the treatment plant only went without operational ability while the flood waters were over the electrical components. The moment we could safely turn back on the facility, the power was engaged and air restored to the system. One motor did indeed get ruined in the flood waters, but the other combination unit is working properly. We thought we had a motor in house that would work for the back-up but we did not and, once it arrives, it will be installed. At that time, we will know about the second blower. The facility is now secure again on all sides and the effluent pipe has been cleaned and assessed. The solids that had washed out from the secondary clarifier were able to be re-established with chemical addition of Aluminum Sulfate and the natural flow of septic from the community. We did not have to reseed the facility. We were able to find most of the missing pieces and place them back on the facility. The chemicals that were washed downstream were replaced and the facility effluent never tested out of the daily maximum limits. Since this area was not declared a disaster area and funds were not available to assist this small HOA, we are doing work a little at a time for financial reasons. This has a large impact on a small community and the facility is operational. We will continue to work to get this facility back to its original condition. Please note that we have issued a Notice of Violation (NOV-2023-PC-0368) for the compliance issues we saw on site. Please keep me posted on repairs and upgrades. Unfortunately, as I understand it, funding for WWTP upgrades through federal programs is limited to public systems. Let me know if you have any questions. I will mail a copy to Joan as well, which will go out tomorrow.
