Let me answer in reverse order first. ORC: Yes I submitted the paperwork to make myself
ORC, effective the date Stacey Rowe left. Stacey was the ORC for a period of time after Chris
left. Stacey was listed as ORC from July 1 till August 18th 2023. Currently, Lonnie should be
listed as ORC at Lake Rhodhiss WWTP. Lonnie submitted a websubmission on 9/14/2023. If
Lonnie is not listed, I am not sure what we need to do.
As for the violation, Chris was still on staff and listed as ORC. He did call in within 24 hours
of realizing the plant was in violation. If I recall the violation was due to adverse weather and
excessive rain.
In the recent past the Asheville office has ignored natural causes as a reason for any violation
and issued a monetary violation regardless. I assumed, possibly wrongfully so, that we would
just get a fine for this nov as well. I did not think I had anything to add to Chris's original
reason for the nov. I will be glad to get you something in writing tomorrow if you like.?
My apologies for any confusion or issues. I guess I may have dropped the ball.

We will need a response addressing the violation. I know there has been a lot of staff
turnover at the plant and I’m realizing we do not have the appropriate contact information in
our system for the plant.

Have you all submitted an ORC designation form for the change in operators? Perhaps it just
hasn’t been processed by central office yet, but we still have Chris Bornick as the ORC on
record in our system. Let me know if you have questions about officially getting Greg
switched over as ORC. You should be able to find the forms you need here:
