Jordan/Brad/Chris, Review of the submitted materials for the work being proposed at Sites 10/11/36A on the subject project indicates no substantial changes in impacts. It appears the only change is the nature of the impact from mechanized to fill impacts in similar areal footprints. The proposed work at these sites do not rise to the level of a formal permit modification and can be treated as an in -field modification. As such, you may consider this transmission as official notification to proceed with the proposed work. If your plans change or are modified from what's been proposed, please notify this office. v/r Thomas A Steffens Regulatory Project Manager US Army Corps of Engineers 2407 West 5th Street Washington, NC 27889 (910)-251-4615 From: Scott, Jordan C <jcscottl@ncdot.gov> Sent: Thursday, October 19, 2023 3:06 PM To: Steffens, Thomas A CIV USARMY CESAW (USA) <Thomas.A.Steffens@usace.army.mil>; Ward, Garcy <ga rcy.wa rd @ deq. nc.gov> Cc: Steffens, Thomas A CIV USARMY CESAW (USA) <Thomas.A.Steffens@usace.army.mil>; Chris Rivenbark <crivenbark@rkk.com> Subject: [Non-DoD Source] FW: [External] FW: Havelock Bypass, Craven County, R-1015 Modification Request Tom/Gary, 1 Good afternoon. Garcy requested combining this need with the email submitted below (for Permit Sites 10 and 11). As a result 0.035 ac of mechanized clearing needs to be changed to permanent fill in wetlands for the slope near the 84" pipe at Permit Site 36A. No additional clearing is needed for this work. No net change in total permanent impacts at these three sites is required. See attached revised permit drawing Sheets 49, 53, and 120 as well as updated impact summary Sheets 165, 166, and 167 (changes highlighted). This has also been submitted via Laserfiche as one combined request. Please let us know if you have any questions. To address the issue the Department is requesting to change a portion of the permitted mechanized clearing to permanent fill in wetlands for placement of rip rap for slope stabilization in the 10' outside of the toe. The contractor will need to utilize rock plating at both sites. As a result at Permit Site 10, 0.257 ac of mechanized clearing is now proposed as fill and at Permit Site 11 the remaining 0.175 ac of mechanized clearing is now proposed as fill, resulting in no net change in permanent impacts at these sites. No additional clearing is needed for this work. See attached revised permit drawing Sheets 49 and 53 as well as updated impact summary Sheets 165 and 167.
